482 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, March 16, 1992, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> Chairman Carpenter was absent for the beginning of the meeting. Vice- <br />Chairman Hamby called the meeting to order at 6:35 P.M. and presided until <br />Chairman Carpenter arrived. <br /> The invocation was given by Reverend John Coad of the Associate Reformed <br />Presbyterian Church. <br /> <br />NEW BUSINESS <br /> Dr. Herb Smith, Chairman of the 21st Century Committee, presented the <br />Committee's recommendations for the future provision 'of human services in <br />Cabarrus County. These recommendations were as follows: (1) Provide <br />administration and centralized services in a user-friendly "hub" human service <br />facility and offer other services that can be decentralized in dedicated space <br />in the schools and senior centers as human services satellites. (2) Charge a Task <br />Force composed of representatives from the School Board, County Commission, the <br />21st Century Committee and human services staff with selecting the appropriate <br />locations for the two initial satellite service sites and to suggest an <br />appropriate location for the "hub" facility. (3) Design a program of services <br />to be offered at each of the two satellite sites based on community need and with <br />a particular emphasis on preventive services. (4) Finance Department employ the <br />appropriate consultant or consultants to estimate the cost of developing a hub <br />and school satellite service sites and then incorporate these estimates into the <br />county's capital improvements planning process. (5) The County Commission appoint <br />a Human Services Planning Committee composed of nine members to oversee the <br />hub/service center planning and implementation process and to annually prioritize <br />funding requests for new or expanded services. <br /> Chairman Carpenter arrived and was present for the remainder of the <br />meeting. <br /> The Board expressed appreciation to the members of the 21st Century <br />Committee for their work. Vice-Chairman Hamby asked that the item be placed on <br />the April 6th agenda for further discussion by the Board. <br /> Vice-Chairman Hamby turned the meeting over to Chairman Carpenter at 7:06 <br />P.M. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following amendment to the Cabarrus <br />County Animal Control Ordinance. <br /> <br />Article II, Section 3(b) Delete the following from the last <br />sentence of Subsection (b): "except as provided by Article I, <br />Section 12(d) of this ordinance." <br /> <br />The last sentence of Article II, Section 3(b) as amended shall read <br />as follows: "The collar or harness, with attached tag, must be worn <br />at all times." <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart <br />and unanimously carried, the Board approved the request to expand the landfill <br />operating hours as follows: 7:00 A.M. - 5:00 P.M. on Monday through Friday with <br />Saturday hours remaining from 8:00 A.M. until 2:00 P.M. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter and <br />unanimously carried,, the Board adopted the following fee schedule for the <br />Cabarrus County Health Department Family Planning Program. <br /> <br /> <br />
