<br />EXHIBIT A TO WATER LINES INSTRUMENT
<br />
<br /> The term "Water Lines" as used in the foregoing Water Lines
<br />Instrument shall mean:
<br /> 1. Ail water pipe and appurtenances (including, but not
<br />limited to, valves, joints, fire hydrants, manholes and manhole
<br />covers, reducers, and meters, if any) located within the subdivision
<br />known as "Old South," beginning at the "feeder cut-off valve" under
<br />the intersection of Roberta Road (now or formerly State Road #1304)
<br />and Farmwood Boulevard (now or formerly State Road #1541), and
<br />continuing to the "feeder cut-off valve" under the intersection of
<br />Farmwood Boulevard and Woodcrest Drive (now or formerly State Road
<br />#1542), including such pipe and appurtenances under the full length
<br />of the rights of way for Saddlewood Circle (now or formerly State
<br />Road #1572), Plantation Place (now or formerly State Road #1559),
<br />Woodcrest Drive (now or formerly State Road #1542), and Old South
<br />Court.
<br /> 2. Ail water pipe and appurtenances (including, but not
<br />limited to, valves, joints, fire hydrants, manholes and manhole
<br />covers, reducers, and meters, if any) located within the subdivision
<br />known as "Carolando," beginning at the feeder cut-off valve under
<br />the right of way of Carolando Drive (now or formerly State Road
<br />#1547) near the intersection of Pitts School Road (now or formerly
<br />State Road #1305), and continuing throughout all of the Carolando
<br />subdivision, including such pipe and appurtenances under the full
<br />length of the rights of way for Carolando Drive, Monarch Court, Glen
<br />Haven Drive (now or formerly State Road #1557), Wrangler Drive (now
<br />or formerly State Road #1558), Ranchway Drive (now or formerly State
<br />Road #1566), Coddle Creek Drive, Granada Drive, Amarillo Drive,
<br />Alamo Drive, and Laramie Road, and continuing beyond the cul de sac
<br />at the end of Laramie Road to a point near the creek, said point
<br />being approximately 800 feet more or less from the bend in the pipe
<br />at the intersection of Amarillo Drive and Laramie Road (such
<br />property between the end of Laramie Road and the point near the
<br />creek being subject to that Right-Of-Way Easement recorded at Book
<br />595, Page 002 of the Cabarrus County Public Registry), together with
<br />additional pipe and appurtenances under that portion of the right
<br />of way of Shenandoah Drive (now or formerly State Road #1562)
<br />running from the intersection of Ranchway Drive and Shenandoah Drive
<br />to the intersection of Shenandoah Drive and Artdale Road (now or
<br />formerly State Road #1563), and continuing under'the right of way
<br />of Artdale Road approximately 2000 feet to the end of the pipe.
<br /> 3. The plans and specifications and as-built construction
<br />drawings for all of the above, together with such manufacturer's
<br />warranties, maintenance contracts, and the like, with respect to all
<br />of the above as are currently in force, if any.
<br /> 4. The customer relationships of the District for the water
<br />customers located along the lines described above, including the
<br />right of the District to provide and charge a fee for water service
<br />to such customers.

<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the
<br />Board added to the agenda the appointments to the Poplar Tent Beautification
<br />District Advisory Commission.
<br />
<br />NEW BUSINESS CONSENT
<br />
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the
<br />Board approved the addition of the following roads to the State road system:
<br />Pinebrook Trail; Point View Court, East; Point View Court, West; Harbor Drive;
<br />Atwater Drive; Mallard Drive; and Shore View Drive.
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the
<br />Board granted permission for a fireworks display at the Charlotte Motor Speedway
<br />on Thursday, April 16, 1992, at approximately 10:00 P.M. The display will be
<br />supervised by Southern International Fireworks.
