55O <br /> <br /> The Board by consensus approved the following budgets with no discussion: <br />Register of Deeds, Geographic Information Systems, Micrographics, Printing, <br />Courts, Library, Cabarrus County and Kannapolis Schools Current Expense, Schools <br />Capital Outlay, Debt Service, Emergency Management, and Emergency Medical <br />Services. <br /> During review of the Personnel budget, the Board discussed Line Item 445, <br />Purchased Services, which included funding for drug testing and a new Employee <br />Assistance Program that would provide counseling services to employees. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne and Barnhart voting for and Chairman Carpenter voting <br />against, the Board accepted the Personnel Budget as recommended by the' County <br />Manager but asked for continued negotiations in an effort to lower the estimated <br />cost of $11,500.00 for the proposed Employee Assistance Program. <br /> After discussion, the Board by consensus approved the Elections budget as <br />recommended by the County Manager with Line Item 101, Salaries and Wages, to be <br />adjusted appropriately. <br /> After review, the Board by consensus approved the Finance budget as <br />recommended by the County Manager. <br /> After review, the Board by consensus approved the Management Information <br />System (MIS) budget as recommended by the County Manager. It was noted that the <br />County Manager had denied the request by Mr. Richard Russell, MIS Director, for <br />a new mainframe. <br /> By consensus, the Board approved the Non-Departmental budget as recommended <br />by the County Manager. <br /> After review, the Board by consensus approved the Sheriff and Jail budget <br />as recommended by the County Manager and with the addition of the emergency <br />medical dispatch positions approved by the Board on May 26, 1992. <br /> The Board briefly reviewed the Animal Control budget. However, it was <br />noted that a new Animal Control Ordinance is under consideration by the Health <br />Board and will be presented to the Board of Commissioners at its next meeting. <br />The Board agreed to delay consideration of this budget until after adoption of <br />the new ordinance. <br /> There being no further business to come before the Board, Chairman <br />Carpenter adjourned the meeting at 8:40 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
