572 <br /> <br /> Commissioner Simmons made motion which was seconded by Commissioner Payne <br />to decrease the funding for the National Guard Armory by $2,000.00; to reduce <br />funding for Historic Cabarrus, Inc. to $5,000.00; to delete the $3,500.00 <br />appropriation to Wildlife Care; and to delete the $3,500.00 appropriation to <br />Cabarrus Animal Protection Association. <br /> Commissioner Barnhart amended the motion by Commissioner Simmons to remove <br />Wildlife Care from consideration at this time. Commissioner Simmons accepted the <br />amendment to his motion. <br /> UPON AMENDED MOTION of Commissioner Simmons, seconded by Commissioner Payne <br />with Commissioners Simmons, Payne, Barnhart and Hamby voting for and Chairman <br />Carpenter voting against, the Board decreased the funding for the National Guard <br />Armory by $2,000.00; reduced funding for Historic Cabarrus, Inc. to $5,000.00; <br />and deleted the $3,500.00 appropriation to Cabarrus Animal Protection <br />Association. <br /> Commissioner Barnhart made motion which was seconded by Commissioner Payne <br />to allocate $30,000.00 to the Community in Schools Program on a $1.00 for $2.00 <br />match. <br /> Commissioner Payne asked that motion be amended to include an appropriation <br />to the Bicentennial Commission. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne with <br />Commissioners Simmons, Payne, Barnhart, and Hamby voting for and Chairman <br />Carpenter voting against, the Board approved an allocation of $30,000.00 to the <br />Community in Schools Program on a $1.00 for $2.00 match and approved an <br />appropriation to the Bicentennial Commission on a $1.00 for $1.00 match with the <br />money raised since June 1 to be included as a part of the match for the <br />Bicentennial Commission. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the remainder of the Other Contributions <br />as recommended by the County Manager. These programs included Cabarrus Arts <br />Council ($5,000.00), Carolinas Transportation Compact ($12,150.00), Carolinas <br />Partnership ($16,172.00), Old Courthouse Theater (-0-), Concord Downtown <br />Redevelopment Corporation (-0-), and LIFE Center ($64,511.00). <br /> The motion by Chairman Carpenter to give the Farmers Market $1,000.00 <br />failed for lack of a second. <br /> The motion by Commissioner Hamby and seconded by Chairman Carpenter to <br />allocate $2,500.00 to the Farmers Market failed with Commissioner Hamby and <br />Chairman Carpenter voting for and Commissioners Payne, Barnhart and Simmons <br />voting against. <br /> Motion by Commissioner Hamby to increase the Insurance line item of the <br />Commissioners' budget to $8,100.00 to fund health insurance for members of the <br />Board of Commissioners failed for lack of a second. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Carpenter and <br />unanimously carried, the Board approved the Board of Commissioners' budget as <br />recommended by the County Manager with the understanding that the members of the <br />Board have access to the CountyWs health insurance program provided that they <br />pay the cost of the coverage. <br /> The Board briefly discussed the Animal Control program and the provision <br />of services to the municipalities. However, approval of the proposed budget was <br />postponed until a later date. <br /> There being no further business to come before the Board, Chairman <br /> Carpenter recessed the meeting until 7:30 P.M. on Tuesday, June 9, 1992. <br /> <br />Clerk to the Board <br /> <br /> <br />
