594 <br /> <br /> Mr. Joe Freemen objected to the specific breed provisions of the ordinance <br />and stated there was no way to characterize any particular breed as being <br />"vicious" In addition, he complained that the public hearing was not <br />adequately advertised. <br /> Mr. Bobby Plott stated he agreed with Mr. Freeman~s statements. <br /> Ms. Eileen Moose and other employees of the Cabarrus Animal Hospital <br />objected to the classification of specific breeds as "vicious" dogs. According <br />to the employees, small animals are often more vicious and bite handlers more <br />than the animals classified as "vicious". In conclusion, the employees stated <br />that owners have to be responsible for their animals. <br /> Mr. Marshall Bickett, attorney representing 200 responsible dog owners, <br />asked for the elimination of the breed specific provisions of the ordinance and <br />requested programs to educate the non-responsible owners. In addition, he <br />reported that none of the last 96 dogs bites in Cabarrus were by Rotteweilers. <br /> Mr. Frank Weddington complained of dogs running loose and killing his <br />sheep. He stated that the Animal Control officers had advised him that he could <br />shoot the dogs. <br /> Ms. Jill Stillwell stated in her opinion it was unfair to classify specific <br />breeds as "vicious" dogs. <br /> Mr. Regina Burr, member of the Chow-Chow Club, Inc., objected to the naming <br />of specific breeds as "vicious" dogs. She did support a leash law for dogs and <br />cats and stated in her opinion each owner should be responsible for their <br />animals. <br /> Mr. Lonnie Burr, member of the Chow-Chow Club, opposed the listing of <br />specific breeds as "vicious" dogs. He also stated the need for regulations for <br />cats. <br /> Ms. Candy Allen of Cold Springs Road agreed with the need to spay/neuter <br />dogs and cats to prevent unwanted animals. She supported leash laws but objected <br />to discrimination against specific breeds. <br /> Ms. Susan Ryan objected to the breed specific provisions of the ordinance <br />and stated that the County should educate the owners to be responsible for their <br />pets. <br /> Ms. Margaret Ross stated she agreed with Ms. Ryanfs comments. <br /> Mrs. Betsy Carpenter of the Cabarrus Animal Protection Association <br />supported the proposed ordinance and the licensing of animals. However, she <br />objected to the classification of specific breeds as "vicious" dogs. At her <br />request, a majority of those present indicated by a show of hands that they <br />would support a good and fair ordinance. <br /> Ms. Dawn Stewart, cat owner, stated it was each owner's respomsibility to <br />care for their pets. She objected to the breed specific provisions of the <br />ordinance. <br /> There was no one else to address the Board regarding the proposed <br />ordinance, and Chairman Carpenter closed the public hearing at 9:40 P.M. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Simmons and <br />unanimously carried, the Board delayed consideration of the proposed Animal <br />Control Ordinance until the first meeting in August and asked that an updated <br />ordinance be presented to the Board at that time. <br /> Commissioner Simmons suggested that a committee be established to review <br />and make revisions to the proposed ordinance. Also, the Board indicated it would <br />discuss proposed changes to the ordinance during its meeting on July 20. <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Hamby and <br />unanimously carried, the Board moved to add budget amendments for the following <br />departments to the agenda: Soil and Water Conservation District and Parks and <br />Recreation Department. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br /> unanimously carried, the Board approved the following budget amendment. <br /> <br /> BUDGET REVISION/AMEND REQUEST <br />DEPARTMENT OF PARKS AND RECREATION <br />AMOUNT $2,000.00 <br />TYPE OF ADJUSTMENT: SUPPLEMENT REQUEST <br />PURPOSE OF REQUEST: New Parks and Recreation Revenue will totally offset all <br /> expenditures. <br /> <br /> <br />
