The Board of Co~nissioners for the County of Cabarrus met in regular <br />session in the Commissioners Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 6, 1992, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> Also present were Mr. John V. Witherspoon, County Manager: Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. Commissioner <br />Simmons was not present for the beginning of the meeting, but arrived at 6:35 <br />P.M. <br /> Commissioner Barnhart led the Pledge of Allegiance. <br /> The invocation was given by Reverend Mack Armstrong of the Cold Springs <br />United Methodist Church. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the <br />minutes for the following meetings were approved as written: June 1, 1992; June <br />5, 1992; June 9, 1992; June 15, 1992 (recessed meeting): and June 15, 1992 <br />(regular meeting). <br /> <br />Moment of Silence <br /> <br /> The Board observed a moment of silence in memory of Ms. Linda Hill, a <br />Social Services employee who died on July 1. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointment - Centralina Private Industry Council (1) <br /> <br /> The Board received notification from Mr. David L. Hollars, Job Training <br />Administrator with the Centralina Private Industry Council (PIC)/Centralina Job <br />Training Consortium, that Ms. Sara Cannon Fleming is not eligible to serve as a <br />private sector representative on the PIC. The Board had nominated Ms. Fleming, <br />a public school teacher, to the PIC on jUne 15, 1992. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and <br />unanimously approved, the Board nominated Ms. Tonia Black-Gold for appointment <br />as the private sector representative on the Centralina Private Industry Council <br />for a two-year term ending June 30, 1994. <br /> <br />Appointment Mt. Pleasant Planning Board and Board of Adjustment (1) <br /> <br /> The Board received a request from the Mt. Pleasant Town Board to make an <br />exception to the County's appointment policy and reappoint Mr. Harry Lassiter as <br />an extraterritorial jurisdiction member on the Mt. Pleasant Planning Board and <br />Zoning Board of Adjustment. Mr. Lassiter has served on this Board since 1986. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board waived the County°s Appointment Policy and <br />reappointed Mr. Harry Lassiter as the extraterritorial jurisdiction member on the <br />Mt. Pleasant Planning Board and Zoning Board of Adjustment for a three-year term <br />ending June 30, 1995. It was noted that no other nominations were received for <br />the position and the extraterritorial jurisdiction area for the Town of Mt. <br />Pleasant is very limited. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Public Health <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board approved the following Public Health budget <br />amendment. <br /> <br /> <br />
