18 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 20, 1992, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth L. Payne <br /> Billy J. Simmons, Jr. <br /> Also present were Mr. John V. Witherspoon, County Manager, and Mrs. Frankie <br />F. Bonds, Clerk to the Board. <br /> Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> Commissioner Payne led the Pledge of Allegiance. <br /> The invocation was given by Reverend Jeff Wood of the Garden of Life <br />Worship Center. <br /> <br />NEW BUSINESS <br /> <br />Collection of Current and Delinquent Taxes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Simmons and <br />unanimously carried, the Board by resolution assigned and directed Terry Rowland <br />as Tax Collector to use all legal means to collect all current and delinquent tax <br />as provided for in General Statutes 105-366, 367 and 368. This includes <br />attachment and levy, garnishment of wages, bank accounts, in rem foreclosure and <br />mortgage type foreclosure on real estate. <br /> <br />Planning Contract with Mt. Pleasant Mr. Jerry Newton <br /> <br /> Mr. Jerry Newton, Director of Planning, Zoning and Building Inspections, <br />briefly reviewed a proposed Agreement for the County to provide planning services <br />to the Town of Mt. Pleasant. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following Agreement between the Town <br />of Mt. Pleasant and Cabarrus County and further authorized Chairman Carpenter to <br />execute the Agreement on behalf of Cabarrus County. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />PLANNING SERVICES AGREEMENT <br /> <br /> THIS AGREEMENT of interlocal Cooperation, pursuant to the terms and <br />conditions of North Carolina General Statutes Chapter 160-A, Article 20, made and <br />entered into this 10th day of July, 1992, by and between the TOWN OF MT. <br />PLEASANT, North Carolina (hereinafter referred to as "MT. PLEASANT"), and <br />CABARRUS COUNTY, North Carolina (hereinafter referred to as "CABARRUS"); <br /> <br />WITNESSETH: that - <br /> <br /> WHEREAS, MT. PLEASANT and CABARRUS agree that it is mutually beneficial to <br />coordinate comprehensive planning and to provide and share staff and staff <br />support therefore in a cost-efficient manner; and <br /> WHEREAS, MT. PLEASANT and CABARRUS desire to cooperate in an undertaking <br />pursuant to the terms of this Agreement; <br /> NOW, THEREFORE, in consideration of the premises herein and the mutual <br />covenants and agreements hereinafter set forth, MT. PLEASANT and CABARRUS agree <br />as follows: <br /> <br /> 1. Purpose. The purpose of this Agreement is to establish a basis for <br />cooperation between MT. PLEASANT and CABARRUS in staffing personnel to provide <br />for comprehensive planning services for both MT. PLEASANT and CABARRUS. <br /> <br /> 2. Terms of Agreement. This Agreement shall commence upon its final <br />approval and execution by appropriate authority of both MT. PLEASANT and <br />CABARRUS, and shall terminate on June 30, 1993; however, MT. PLEASANT and <br />CABARRUS may extend the term of this Agreement by written amendment executed in <br />the manner and with the same formality as this Agreement. <br /> <br /> <br />
