54 UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with Commissioners Payne, Hamby and Simmons and Chairman Carpenter voting for, the Board confirmed and authorized the retransfer of 2.75 acre and 0.95 acre tracts of real property in the Coddle Creek Reservoir area (the "Rankin property") that are no longer necessary for public use to the former owners, Frank Alexander Rankin, Jr. and wife Patricia Harris Rankin, et al, upon the receipt from them of the sum of $7,640.00. Resolution Authorizing the Refund of Monies Collected for Privilege License Taxes UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with Commissioners Hamby, Payne, and Simmons and Chairman Carpenter voting for, the Board adopted the following resolution. CABARRUS COUNTY NORTH CAROLINA RESOLUTION WHEREAS, pursuant to Chapter 105, Article 2, of the North Carolina General Statutes, counties may levy privilege license taxes on certain business activities; and WHEREAS, the Cabarrus County Board of Commissioners adopted a Privilege License Tax Ordinance on May 1, 1972; and WHEREAS, the Board of Commissioners modified the Privilege License Tax schedule on May 18, 1992; and WHEREAS, the Board of Commissioners has determined that a privilege license tax is not in the best interest of the citizens of Cabarrus County; and WHEREAS, the Board of Commissioners on August 3, 1992 repealed the Privilege License Tax Ordinance and Privilege License Tax Schedule as of July 1, 1992; and WHEREAS, it is the desire of the Board of Commissioners to refund those monies which have been collected for Cabarrus County privilege licenses for the period of July 1, 1992 through June 30, 1993; and NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners does hereby direct Terry Rowland, Tax Administrator, to refund those monies which have been collected for privilege licenses for the period July 1, 1992 through June 30, 1993, a list of which is attached as Exhibit A and included by reference as a part of this resolution.
