58 <br /> <br />NEW BUSINESS <br /> <br />Sewer Construction Contract - Cardinal Freight Carriers <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne with <br />Commissioners Simmons, Payne, and Hamby and Chairman Carpenter voting for, the <br />Board approved the "Sewer Construction Contract, Construction by Applicant" <br />between Cardinal Freight Carriers and Cabarrus County for the installation of the <br />following sanitary sewer lines by Cardinal Freight Carriers: <br /> <br />1256 LF of 8" sanitary sewer line to be installed from the Cardinal <br />Freight Carriers' site along the side of Highway 73 East and tie <br />into existing manhole at station 1094 + 34.04 of the Afton Run sewer <br />outfall line. <br /> <br />Proposed Revisions to the Cabarrus County Contracting and Purchasing Policy <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Payne with <br />Commissioners Simmons, Payne, and Hamby and Chairman Carpenter voting for, the <br />Board adopted the following revisions to the Cabarrus County Contracting and <br />Purchasing Policy. <br /> <br />1) <br />2) <br /> <br />Add "Food Services" to items under Contracts Requiring Formal Bids. <br />Amend Bid Opening Procedure as follows: <br /> <br />a) <br /> <br />Add "and shall be returned to the sender unopened" to <br />the end of the third sentence. Amended sentence should <br />read: <br /> <br />Ail bids will be opened publicly and late bids will not <br />be accepted and shall be returned to the sender <br />unopened. <br /> <br />b) <br /> <br />Add the following to the end of the first paragraph of <br />the section. <br /> <br />Ail formal bids will be opened in the meeting room of <br />the Board of County Commissioners in the presence of the <br />County Manager, the Budget Officer, or their designee. <br />Alternate bid opening locations may be approved in <br />advance by the County Manager or Budget Officer. <br /> <br />3) <br /> <br />Amend General Guidelines and Limitations - Low-Value Purchases <br /> <br />as follows: <br />a) Increase purchase order minimum from $50.00 to $100.00. <br />b) Add "Health and Medical Supplies" to the items which do <br /> not require purchase orders. <br />c) Add "Service" to Telephone for clarification in the list <br /> of items which do not require purchase orders. <br /> <br />Memorandum of Agreement Relative to the John Bunyan Green Farm and the Proposed <br /> Muddy Creek Wastewater Treatment Plant <br /> <br /> Mr. Hartsell reviewed the proposed "Memorandum of Agreement" relative to <br />the construction of the Wastewater Treatment Plant and its impact on the John <br />Bunyan Green Farm, which is registered in the National Register of Historic <br />Places. He recommended that the Board approve the Memorandum of Agreement with <br />the omission of the provision that would preclude the County's ability to condemn <br />property. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with <br />Commissioners Simmons, Hamby and Payne and Chairman Carpenter voting for, the <br />Board approved the following Memorandum of Agreement with the waiver of <br />condemnation authority expressly omitted from the Agreement. It was understood <br />that the Board does not preclude its right to condemnation presently or in the <br />future. <br /> <br /> <br />
