The display will be in conjunction with a NASCAR <br />Winston Cup racing event and will be conducted by Southern International <br />Fireworks. <br /> <br />NEW BUSINESS <br /> <br />Sister Cities Program - Ms. Kay Crist <br /> <br /> Ms. Kay Crist, President of the Concord Sister Cities Association, <br />presented information relative to the Sister Cities Program. She stated the <br />objective of the Program is to promote and coordinate the establishment of formal <br />Sister Cities relationships linking Concord and Cabarrus County with communities <br />in other nations. According to Ms. Crist, the selection of a Sister City has <br />been narrowed to the two cities of Bergen op Zoom, The Netherlands, and <br />Killarney, Ireland. The final selection is scheduled for early 1993. <br /> <br /> The Board received Ms. Crist's presentation as information only and no <br />action was taken. <br /> <br />Homeless Task Force Report <br /> <br /> Mr. Larry Phillips, Vice-Chairman of the Homeless Task Force, presented an <br />update on the work of the Task Force since its formation. He reported that the <br />Task Force had conducted surveys of public and private agencies to identify the <br />number of homeless in the county and to assess the type of services needed. From <br />these surveys, the Task Force had determined that adequate shelters for families, <br />women and children are a major need in Cabarrus County. A final report by the <br />Task Force is expected .in February, 1993. <br /> <br /> Chairman Carpenter thanked the United Way of Central Carolinas, Cabarrus <br />Operations, for their assistance to the Task Force. <br /> <br />Zoning Text Amendment - Public Hearing 7:00 P.M. <br /> <br /> Dr. Nancy Randall, Chairman of the Planning and Zoning Commission, <br />presented Petition No. 92-02(t) which had been unanimously approved by the <br />Planning and Zoning Commission. <br /> <br />Section Number and Name: Section 3.2-4 Schedule of Use <br />Purpose of Change: To add a new line item to the schedule of uses: <br /> MULTI-MEDIA PRODUCTION AND DISTRIBUTION COMPLEX <br />The above use shall be a permitted use in the C-3 (General <br />Commercial) zoning district. <br /> <br /> Mr. Gerald A. Newton, Director of Planning, Zoning and Building <br />Inspections, reported that the Planning and Zoning Commission had considered the <br />addition of the line item at the request of the Board of Commissioners. He <br />further stated that the Planning and Zoning Commission would be considering a <br />request on September 17 to rezone 120 acres to C-3(SU) for the development of a <br />movie studio complex and 20 associated businesses. <br /> <br /> <br />
