Proclamation - Hunting and Fishing Day UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with Commissioners Barnhart, Hamby and Payne and Chairman Carpenter voting for, the Board authorized the Chairman to sign the following Proclamation. NATIONAL HUNTING & FISHING DAY PROCLAMATION September 26, 1992 Since the turn of the century, hunters and fishermen have been at the forefront of the conservation movement, providing the impetus and the financing for many of the wildlife conservation programs existing today. These programs have resulted in the dramatic comeback of many species such as the white-tail deer, elk, pronghorn antelope, wild turkey and trumpeter swan. As individuals, and through their organizations, sportsmen volunteer countless hours of their time for local conservation projects and to educate others about the wise management of our natural resources. I applaud the hunters and anglers of our great County for their unselfish dedication and contributions to conservation. Therefore, I, Carolyn B. Carpenter, Chairman of the Cabarrus County Board of Commissioners, do hereby proclaim Saturday, September 26, 1992, as "Hunting & Fishing Day in Cabarrus County." I urge all citizens to join and support our sportsmen in their efforts to ensure the wise use and proper management of our natural resources to benefit future generations. Carolyn B. Carpenter Chairman, Board of Commissioners Date Program-Based Budget By consensus, the Board directed the County Manager and Budget Officer to proceed with the development of a program-based budget for Cabarrus County. Board Retreat The Board retreat planned for September 25 and 26 was tentatively rescheduled for October 16 and 17. The retreat will begin at 9:00 A.M. on October 16 at the Governmental Center. Ratification of Scheduling of Public Hearing UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart with Chairman Carpenter and Commissioners Barnhart, Hamby and Payne voting for, the Board ratified the scheduling of a public hearing on October 5, 1992, at 7:00 P.M. for Planning and Zoning matters. REPORTS Budget Amendment - County Manager The Board received the following budget amendment in the Reports section of the Agenda. BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF COUNTY MANAGER AMOUNT $1,870.00 TYPE OF ADJUSTMENT: Transfer Between Departments/Funds PURPOSE OF REQUEST: Transfer unused funds allocated for defunct non-profit organization to purchase rat bait.
