The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Governmental Center in Concord, <br />North Carolina on Monday, October 5, 1992, at 6:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:32 P.M. <br /> <br /> Senior Girl Scout Troop 474 of the Rocky Ridge United Methodist Church <br />conducted the Presentation of Colors ceremony. Scouts participating in the <br />ceremony included Karen Smart, Tammy Jacobs, and April Scheppe. Ms. Joyce <br />Williams, Scout leader, was also present. <br /> <br /> The invocation was given by Reverend Ken Savage of the Brookdale Baptist <br />Church. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Simmons and <br />unanimously carried, the minutes of September 21, 1992 were approved as written. <br /> <br />"Turn Trash into Cash" Recycling Program <br /> <br /> The first monthly drawing for the "Turn Trash into Cash" contest was <br />conducted by Chairman Carpenter and Mr. Rick Payne, Recycling Coordinator. Ms. <br />Donna Glad of Harrisburg was selected as the winner of the $100 cash award and <br />Ms. Erika Barrier of Mt. Pleasant won the $100 gift certificate from Village <br />Jewelers. <br /> <br /> Mr. Payne explained that the contest to promote the County's recycling <br />program would continue for the next five months and would end with a grand prize <br />drawing for a Florida vacation. <br /> <br />UNFINISHED BUSINESS <br /> <br />Leave Sharing Policy - Mr. Don Moorhead <br /> <br /> Mr. Don Moorhead, Personnel Director, reviewed the proposed Leave Sharing <br />Policy to allow employees to assist one another when all available leave is <br />exhausted due to serious and prolonged medical conditions. He noted that the <br />policy had been revised to provide for the sharing of only vacation (annual) <br />leave and to establish a one-year trial period. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following "Leave Sharing Policy for <br />Employees of Cabarrus County Government" effective January 1, 1993. <br /> <br /> LEAVE SHARING POLICY <br /> FOR <br />EMPLOYEES OF CABARRUS COUNTY GOVERNMENT <br /> <br />PURPOSE <br /> <br />There are occurrences brought about by serious and prolonged medical conditions <br />that cause employees to exhaust all available leave and therefore be placed on <br />leave-without-pay status. It is recognized that such employees forced to go on <br />leave-without-pay could be without income at the most critical point in their <br />work life. It is also recognized that employees may wish to voluntarily donate <br />some of their accumulated vacation leave so as to provide assistance to fellow <br />Cabarrus County employees. This policy would provide an opportunity for employees <br />to assist one another when affected by a medical condition that requires absence <br />from duty for a period of time with loss of income due to lack of accumulated <br />leave. <br /> <br /> <br />
