114 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne and Barnhart and Chairman Carpenter voting'for, the <br />Board, upon the signing of the "Agreement and Release" by Container Corporation <br />of Carolina, voted to award the residential solid waste collection franchise for <br />Cabarrus County to Browning Ferris Industries at a cost of $9.72 per home per <br />month. Service will begin on July 1, 1993 with the Consumer Price Index (CPI) <br />period to begin as scheduled on January 1, 1994. The three-year contract will <br />end on June 30, 1996. <br /> <br />Human Services Task Force <br /> <br /> Chairman Carpenter reported that scheduling conflicts prevented her from <br />attending the Human Services Task Force meetings. The Board by consensus agreed <br />for Commissioner-Elect Casper to serve as the Commissioner representative on the <br />Human Services Task Force. <br /> <br />Extension of Option for the Fairgrounds Property <br /> <br /> Mr. Hartsell presented a letter of modification to extend the initial 60- <br />day option with Faison Capital Development, Inc. and Cambridge Properties <br />Incorporated for the Fairgrounds property. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby and Barnhart and Chairman Carpenter voting for, the <br />Board agreed to extend the option with Faison Capital Development, Inc. and <br />Cambridge Properties Incorporated for a period of 60 days and authorized the <br />Chairman to sign the following letter of modification. <br /> <br />November 5, 1992 <br /> <br />Mr. Fletcher L. As we discussed, while much progress <br />has been made toward finding acceptable sites for the fairground, we <br />feel that an additional two months may be necessary to complete the <br />process. Therefore, this Letter Agreement will serve to amend the <br />above referenced Option Agreement as follows: <br /> <br />In Paragraph 1 of the Option, the first sentence is deleted <br />and a new first sentence is substituted in lieu thereof as <br />follows: <br /> <br />"This Option shall be for an initial period of 120 <br />(one hundred twenty) days and shall exist and continue <br />until midnight of the 7th day of January, 1993, unless <br />extended as hereinafter provided." <br /> <br />2.
