117 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 16, 1992, at 6:30 P.M. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Carolyn B. Carpenter <br />Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br />Commissioner: Billy J. Simmons, Jr. <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scout Troop 34 of the Mt. Olivet United Methodist Church conducted the <br />Presentation of Colors ceremony. Scouts participating included Mark Redd, Joshua <br />Neas, and Donald Lasher.
