144 <br /> <br />Family Planning Program Fee Scale Revision <br /> <br /> The Board briefly reviewed the request to revise the Family Planning <br />Program fee scale for norplant insertion/removal to reflect the increased <br />Medicaid reimbursement rate. It was noted that norplant is not available at the <br />Health Department to anyone who is under age. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter and <br />unanimously carried, the Board approved the following revision in the Family <br />Planning Program fee scale. <br /> <br />SCHEDULE OF PATIENT (SELF-PAY OR PRIVATE PAY) CHARGES <br />WOMEN'S PREVENTIVE HEALTH SERVICES (FAMILY PLANNING) <br /> <br />SERVICE 20% PAY 40% PAY 60% PAY 80% PAY FULL PAY <br /> <br />Norplant Insertion <br />Norplant Removal <br />Norplant Removal/ <br /> Insertion <br /> <br />$101.20 $202.40 $303.60 $404.80 $506.00 <br />$ 25.00 $ 50.00 $ 75.00 $100.00 $125.00 <br />$121.50 $242.40 $363.60 $484.80 $606.00 <br /> <br />Community Development Block Grant (CDBG) Program - Economic Development Funding - <br /> Whitley manufacturing Company Mr. Jerry Newton <br /> <br /> Mr. Jerry Newton, Director of Planning, Zoning, and Building Inspections, <br />informed the Board that the County has secured the $405,000.00 CDBG grant for the <br />Whitley Manufacturing Company economic development project. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the Grant Agreement, as amended, for the <br />CDBG Program Economic Development project with the North Carolina Department of <br />Economic and Community Development and approved the Funding Agreement, as <br />amended, for the CDBG grant in the amount of $405,000.00 for the Whitley <br />Manufacturing Company economic development project (ECD Grant No. 92-E-0006). <br />The Board further authorized the Chairman to execute each of these documents on <br />behalf of the County. <br /> <br />Community Development Block Grant (CDBG) Program - Economic Development Funding - <br />Howell Center - Mr Jerry Newton <br /> <br /> Mr. Newton reviewed a possible CDBG application for economic development <br />funds to provide water and sewer service to the Howell Child Care Center, a 120- <br />bed intermediate care facility located off Highway 24-27 for mentally retarded <br />residents. The Center's sewage treatment plant cannot properly comply with State <br />discharge standards and must be replaced or another means of handling the <br />management of solid waste secured. Rather than build another package treatment <br />plant, Mr. Newton proposed that a pump station and force main be constructed to <br />tie into the existing Back Creek sewer outfall line. He estimated the cost at <br />slightly under $500,000.00 of which the Howell's have pledged $280,000.00 (the <br />cost of a new treatment plant) and $6,500.00 for the pre-application costs. The <br />County's share, which is not known at this time, would represent the upfitting <br />of the project so that other areas could be served. In regards to a secondary <br />water project, Mr. Newton reported it would cost an estimated $230,000.00 to <br />provide public water to the Center. Initial estimates indicate that it would <br />cost the County approximately $32,000.00 to upsize the system to serve other <br />areas. <br /> <br /> Mr. Newton recommended that Mr. W. E. Cochran, Jr. serve as engineer and <br />that Mr. Bob Stark serve as the consultant for the application preparation and <br />project administration of the Howell Center project. Mr. Cochran's fee proposal <br />was in the amount of $39,200.00 for sewer and $13,200.00 for water. Mr. Stark's <br />fee proposal was in the amount of $6,500.00 for preparation of the application <br />and $25,500.00 for project administration. If the grant is funded, the <br />engineering costs and project administration costs will be paid by grant monies. <br /> <br /> Mr. W. E. Cochran, Jr., Engineer, stated in his opinion the sewer line to <br />the Howell Center would help to open up the Highway 24-27 area for both <br />industrial or residential development. <br /> <br /> <br />
