146 <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter and <br />unanimously carried, the Board authorized the Chairman to execute the following <br />Proclamation. <br /> A PROCLAMATION BY CABARRUS COUNTY DESIGNATING <br /> DECEMBER 13, 1992 <br /> "UNITED NEGRO COLLEGE FUND (UNCF) SUNDAY" <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the slogan of the United Negro College Fund (UNCF) is "A <br />Mind is a terrible thing to waste"; and <br />the UNCF is training some 50,000 youngsters to use <br />talents God gave them at forty-one (41) member <br />institutions, including Barber-Scotia College; and <br />special programs in support of UNCF will be held on <br />Sunday, December 13, 1992, at various locations in the <br />county. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners, does hereby proclaim Sunday, the 13th day of <br />December, 1992 as <br /> <br />"UNITED NEGRO COLLEGE FUND (UNCF) SUNDAY" <br /> <br />throughout Cabarrus County and calls upon all citizens to <br />participate in all activities planned in celebration of this event. <br /> <br />This the 7th day of December, 1992. <br /> <br /> /s/ Carolyn B. Carpenter <br />Chairman, Cabarrus County <br />Board of Commissioners <br /> <br />Appointment to the Water and Sewer Authority <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter and <br />unanimously carried, the Board agreed to add an appointment to the Water and <br />Sewer Authority to the agenda. <br /> <br /> Commissioner Payne nominated William G. Hamby, Jr. to replace Billy J. <br />Simmons, Jr. on the Water and Sewer Authority. <br /> <br /> Commissioner Fennel nominated Commissioner Barnhart to the position on the <br />Water and Sewer Authority held by Billy J. Simmons, Jr. <br /> <br /> After brief discussion with Mr. Hartsell regarding the replacement of Mr. <br />Simmons on the Water and Sewer Authority, both Commissioners Payne and Fennel <br />withdrew their nominations. Mr. Hartsell will review the North Carolina General <br />Statutes and the By-Laws of the Authority and report his findings at the recessed <br />meeting on December 9, 1992. <br /> <br />Authorization to Advertise the Exchange of Property in the Coddle Creek Reservoir <br />Project Area <br /> <br /> Mr. Hartsell asked for authorization to advertise the exchange of property <br />for easements in the Coddle Creek Reservoir area. There were no objections to <br />adding this matter to the agenda. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne, Casper and Fennel and Chairman Carpenter voting for and <br />Commissioner Barnhart voting against, the Board authorized Mr. Hartsell to <br />advertise the exchange of property with Mr. F. A. Rankin, Jr. for the following <br />easements in the Coddle Creek Reservoir project area: Windy Road, Rankin Road, <br />and Rankin Road to Mill Creek. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter and <br />unanimously carried,the Board authorized Mr. Hartsell to advertise the exchange <br />of a 0.434 acre parcel for 20-foot easement across the Carl and Agnes Overcash <br />property. <br /> <br /> <br />
