The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina, on Monday, January 7, 1991, at 6:30 P.M. Present Chairman: Billy J. Simmons, Jr. Commissioners: Jeffrey L. Barnhart Carolyn B. Carpenter William G. Hamby, Jr. Kenneth F. Payne The invocation was given by Reverend Ed Hall of the Odell Baptist Church. Commissioner Barnhart recognized Mr. David Goff and Ms. Pam Outen, 4-H Agents, who presented information relative to the 4-H Program in Cabarrus County and introduced the County's five National 4-H Scholarship Winners. Chairman Simmons presented Certificates of Recognition to the Scholarship Winners as follows: Steve Sifford - 4-H National Agricultural Careers Scholarship Winner Erin McNally 4-H National Dog Care Scholarship Winner Tiffany Fox - 4-H National Food Careers Scholarship Winner Heather Fox - 4-H National Health Scholarship Winner John Lewis - 4-H National Achievement Scholarship Winner Mr. Brady Black, Vice-Chairman of the Farm Committee of the Cabarrus County Farm Bureau Local Affairs Committee, supported the use of district representation for the appointment of members to the Planning and Zoning Commission. However, he urged Board members to appoint farm land owners to the Commission and presented the following nominations from the Farm Committee: Janice Harkey, Jimmy Little, Edward S. Moose, and Larry E. Taylor. Chairman Simmons explained the appointment process to the Planning and Zoning Commission and noted that 23 applications had been received for the 9- member Commission. The following nominations were made for the appointment of three at-large members on the Planning and Zoning Commission. (1) (2) (~) Howard Hurlocker - Two-year term - Nominated by Commissioner Payne and seconded by Commissioner Barnhart Bob Smith - One-year term - Nominated by Commissioner Carpenter Robert Amos - Three-year term - Nominated by Chairman Simmons The Board voted unanimously to appoint Messrs. Howard Hurlocker, Bob Smith, and Robert Amos as the at-large members of the Planning and Zoning Commission for the terms as shown above. The remaining nominations and appointments to the Planning and Zoning Commission were as follows. Dennis C. Shultz - Township 1 Two-year term - Nominated by Commissioner Payne and unanimously appointed David T. Hartgen Township 2 Three-year term Nominated by Commissioner Barnhart and unanimously appointed Doris M. Barbee - Townships 3 & 4 One-year term - Nominated by Commissioner Carpenter and unanimously appointed Nancy Randall - Townships 10 & 11 - One-year term Nominated by Commissioner Hamby and unanimously appointed Edward S. Moose - Townships 5, 6 & 7 - Three-year term - Nominated by Commissioner Payne and unanimously appointed The motion by Commissioner Hamby and seconded by Commissioner Carpenter to defer the appointment of the Townships 8 and 9 representative failed with Commissioners Hamby and Carpenter voting for and Commissioners Barnhart and Payne and Chairman Simmons voting against. Commissioner Barnhart nominated Mr. Kenneth Olio-Mills for a two-year term as the Township 8 and 9 representative to the Planning and Zoning Commission. Voting was as follows: Voting for - Commissioners Barnhart and Payne and Chairman Simmons Voting against - Commissioners Carpenter and Hamby UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and unanimously carried, the Board moved to add to the agenda consideration of a Housing Rehabilitation Contract between the Department of Aging and the City of Concord.
