Small <br />Clerk, Board of Commissioners <br />Cabarrus County, North Carolina <br /> <br />(See Page 612 of Minute Book 21) <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />with Commissioners Barnhart, Carpenter and Hamby and Chairman Simmons voting <br />for, the minutes of December 3, 7, 14, 17, 18, 27, and 31, 1990 and January 7, <br />1991 were approved as written. <br /> Commissioner Payne arrived at 6:37 P.M. and was present for the remainder <br />of the meeting. <br /> <br />NEW BUSINESS <br /> <br /> Dr. Robert Lorish, Area Director of the Piedmont Area Mental Health, <br />Mental Retardation and Substance Abuse Authority, requested that the Board <br />appoint a committee as outlined below to plan for human services in Cabarrus <br />County for the 21st century. <br /> <br />Nine-Member Committee with Report Due June 30, 1991 <br />Chairman Appointed by the Board <br /> <br />TASKS <br />1. Review operations of current publicly supported human services <br />in Cabarrus County and make a recommendation on future capital <br />needs. Methods of funding new capital projects should be made. <br /> <br />In working on this issue, the committee should examine the <br />feasibility of co-locating human service providers into a user <br />friendly human services campus complex. <br /> <br />2. Make recommendations to the County Commission on future County <br />funding for human services. <br /> <br />In working on this task the committee should -- <br /> <br />Which human services should be started or increased in <br />the public school system. <br />Examine service that may be preventative in nature. <br /> <br />3. Make a recommendation to the County Commission for a <br />mechanism to do on-going planning for human services in <br />Cabarrus County. <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, supported the <br />establishment of the proposed committee. However, he suggested that the Board <br />include United Way representatives on the committee as that agency has recently <br />completed a Family Issues Task Force process relative to human service needs in <br />the county. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board moved to establish a nine-member Committee with <br />a Chairman to be appointed by the Board for the purpose of planning for human <br />services in Cabarrus County for the 21st century as proposed by Dr. Robert <br />Lorish. The Board asked that each of the following agencies submit the names <br />of three nominees for consideration of appointment to the Committee: Health, <br />Social Services, Piedmont Area Mental Health, and Aging. <br /> Ms. Alice Hedt, Regional Ombudsman with the Centralina Council of <br />Governments, presented the Annual Reports for the Nursing Home Community <br />Advisory Committee and the Domiciliary Home Community Advisory Committee. <br />Members of the Nursing Home Community Advisory Committee presentfor the meeting <br />were Ms. Ora Pharr, Ms. Katie Foster, Ms. Ernestine Irvin, and Ms. Vessie Mae <br />Belk. Members of the Domiciliary Home Community Advisory Committee present for <br />the meeting were Mrs. Frances B. Long, Ms. Vickie Harris, and Mr. John Pharr. <br /> Chairman Simmons expressed the Board's appreciation to those members for <br />their participation on the committees and for the volunteer services they <br />provide to the residents of the domiciliary and nursing homes in the county. <br /> <br /> <br />
