47 <br /> <br />Scheduling a 15-minute period during the first regular meeting of the month for <br />public comments; and (4) Deleting the rule pertaining to the chair's role during <br />a debate. A draft of the amended Rules will be presented to the Board for <br />review on March 4. <br /> <br />OTHER BUSINESS <br /> <br /> Chairman Simmons reported that he, Commissioner Barnhart, and County <br />Manager Michael M. Ruffin had met with the following officials from Rowan County <br />and the Kannapolis City Schools to discuss funding for the Kannapolis City <br />Schools: Rowan County Commission Chairman Newton Cohen and Vice-Chairman Hank <br />Palmer, Rowan County Manager Tim Russell, Kannapolis City Schools Board Chairman <br />Henry Duncan, and Kannapolis City School Superintendent Ralph Johnston. He <br />stated that he had asked that the Rowan County officials look at the needs of <br />the Kannapolis City Schools as identified in their Capital Improvement Program <br />and determine their level of funding based on those needs. <br /> Chairman Simmons read a letter from Representative William G. Hefner in <br />response to the Resolution adopted by the Board on January 21 , 1991 in support <br />of the United States operation in the Persian Gulf. <br /> Mr. Michael M. Ruffin, County Manager, reminded the Board of the following <br />meetings: <br /> <br />(1) <br />(2) <br /> <br />March 4 - 4:00 P.M. - Cabarrus Memorial Hospital <br />March 6 - 6:30 P.M. North Carolina Association of County <br /> Commissioners District Meeting - Hickory <br /> <br /> Mr. Ruffin reported that the County had solicited quotes for interior <br />design services for the Senior Center. The four proposals received for this <br />work were reviewed by Mr. Blair Bennett, Finance Director, who had recommended <br />the use of Carolina Interiors, a local company with the lowest quote of <br />$3,375.00. The Board by consensus approved this recommendation. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board added to the agenda the discussion of a change <br />order and budget amendment for the installation of exhaust fans at the Senior <br />Center. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized a Change Order for the Senior Center <br />construction project in an amount not to exceed $1,000.00 for fans with a budget <br />amendment to included on the next agenda to allocate funding from the furniture <br />account to the Liles Construction account for the exhaust fans. <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons and <br />unanimously carried, the Board added the acquisition of land for the Coddle <br />Creek Reservoir Project to the agenda. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the acquisition of 6.291 acres, PIN <br />4691-16-2535, from Mr. Thomas Allison at a cost of $22,000.00 for the Coddle <br />Creek Reservoir project. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board added an amendment to the Cabarrus County <br />Personnel Ordinance to the agenda. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following amendment to the Cabarrus <br />County Personnel Ordinance. <br /> <br />Amend Article VI. Leaves of Absence, Section 1. Holidays to read <br />as follows: <br /> <br /> The following days and such other days as the Commissioners <br />may designate are holidays with pay for employees and officers of <br />the County working the basic work week of forty (40) hours. <br /> <br />New Year's Day <br />Martin Luther King, Jr.'s <br /> Birthday <br />Good Friday <br />Memorial Day <br />Independence Day <br />Labor Day <br /> <br /> Veteran's Day (Nov. 11) <br /> Thanksgiving Day <br />Day after Thanksgiving <br />Christmas -- Two (2) workdays <br /> (The County will <br /> observe the State <br /> Christmas schedule) <br /> <br /> <br />
