84 <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget <br /> <br />State Public School Fund <br />32-6-36-34-001 $2,802,985.00 <br /> <br />$380,000.00 <br /> <br />$3,182,985.00 <br /> <br />Cabarrus County Schools <br />32-9-36-30-801 2,222,000.00 <br /> <br />380,000.00 <br /> <br />2,602,000.00 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the request by the Kannapolis Chamber <br />of Commerce for a fireworks display at 9:30 P.M. on May 11, 1991 during Spring <br />Fever Fest. The display will be held on the Fieldcrest Cannon parking lot <br />across from the Cannon Village Park and will be under the supervision of <br />Southern International Fireworks. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized the Chairman to sign the Public School <br />Building Capital Fund Application requesting the release of $112,500.00 in State <br />funds for the air conditioning of Shady Brook Elementary School. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following amendment to the Cabarrus <br />County Personnel Ordinance. <br /> <br />Amend Article I, Section 2 of the Cabarrus County Personnel <br />Ordinance to read as follows: <br /> <br />Section 2 Coverage <br /> All employees in the County's service shall be subject to this <br />Ordinance, except as provided in this section. <br /> (a) The following officials and employees are exempt: <br /> 1. Elected Officials; <br /> 2. County Manager; <br /> 3. County Attorney; <br /> 4. Members of advisory and special boards or commissions; <br /> and <br /> 5. Employees of the Board of County Commissioners or boards <br /> of education. <br /> 6. Employees of the Cabarrus County Tourism Authority. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />CABARRUS COUNTY <br /> <br />RESOLUTION REQUESTING CONSTITUTIONAL AMENDMENT <br />TO PROHIBIT FEDERALLY MANDATED LOCAL PROGRAMS <br /> <br />WHEREAS, Congress has increased local taxes by mandating programs <br /> without providing funding for such mandated programs, <br /> and thus has avoided political responsibility for said <br /> tax increases; and <br />WHEREAS, state and local governments have been required to <br /> respond to federal funding cuts by either increasing <br /> taxes or reducing services to citizens; and <br />WHEREAS, mandated programs now account for approximately 50 plus <br /> percent of local tax expenditures; and <br />WHEREAS, funding of mandated programs through local tax dollars <br /> limits the ability of the County to provide needed <br /> services, infrastructure and capital needs; and <br />WHEREAS, the Cabarrus County Board of Commissioners believes that <br /> it is in the best interests of the citizens of Cabarrus <br /> County to prohibit legislation which mandates local <br /> services without providing adequate funding for said <br /> services; <br />NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of <br /> Commissioners that the Board requests of the North Carolina <br /> General Assembly and the United States Congress that <br /> Constitutional Conventions be convened specifically for the <br /> purpose of considering constitutional amendments to prohibit <br /> <br /> <br />
