144 <br /> <br />Voting for: Commissioners Carpenter and Barnhart <br />Voting against: Commissioners Payne and Hamby and Chairman Simmons <br /> <br /> Motion was made by Commissioner Hamby and seconded by Commissioner Payne <br />to amend the previous motion to shift the requested Accounting Technician <br />position for the Finance Department to a part-time position for 500 hours <br />beginning January 1, 1992. Voting was as follows: <br /> <br />Voting for: Commissioners Hamby, Payne, and Carpenter and Chairman <br /> Simmons <br />Voting against: Commissioner Barnhart <br /> <br /> The vote on the original motion as amended to delete the full-time <br />Accounting Technician III as recommended for the Finance Department beginning <br />in January, 1992 and to add a part-time Accounting Technician III position <br />beginning in January 1, 1992 for a maximum of 500 hours was as follows: <br /> <br />Voting for: Commissioners Hamby, Payne and Carpenter and Chairman <br /> Simmons <br />Voting against: Commissioner Barnhart <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and <br />unanimously carried, the Board reduced Travel (Line Item 610) for the Finance <br />Department to $5,000.00. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the Finance Department budget as amended. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board amended the Fire Marshal budget to reduce the <br />Telephone expense (Line Item 420) to $300.00, to reduce the Equipment Maintenance <br />account (Line Item 560) to $400.00, to delete the $3,000.00 appropriation to <br />Pitts Volunteer Fire Department, and to reduce the Equipment and Furniture (Line <br />Item 860) to $654.00. The Board further agreed to send a letter to Pitts <br />Volunteer Fire Department asking that the department donate the suburban vehicle <br />and equipment to the Fire Marshal's office. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board amended the recommended the Current and Long Range <br />Planning budget as follows: Reduce Postage (Line Item 325) to $900.00; Reduce <br />Equipment Maintenance (Line Item 560) to $3,000.00; and Reduce Travel (Line Item <br />610) to $5,000.00. <br /> In reviewing the Traffic Engineering budget, the Board discussed the <br />engineering costs for the County. Commissioner Payne proposed that the County <br />consider hiring an engineer to do design work, surveying, and drafting for County <br />projects. The Board discussed the job responsibilities of an engineer and the <br />preparation of a job description for the position. However, no formal action <br />was taken by the Board and no changes were made to the recommended appropriation <br />for the 1991-1992 fiscal year. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart with <br />Commissioners Payne, Barnhart, and Hamby and Chairman Simmons voting for and <br />Commissioner Carpenter voting against, the Board approved the Traffic Engineering <br />budget as recommended with the following changes: Reduce Automotive Supplies <br />(Line Item 345) to $700.00 and reduce Other Operation Cost (Line Item 355) to <br />$5,000.00. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the Transportation Planning budget as <br />recommended with the following amendments: Reduce Consultants (Line Item 155) <br />to $3,000.00 and reduce Travel (Line Item 610) to $700.00. <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons and <br />unanimously carried, the Board approved the recommended Zoning budget with the <br />following changes: Reduce Office Supplies (Line Item 301) to $1,280.00; Reduce <br />Printing and Binding (Line Item 320) to $250.00; Reduce Travel (Line Item 610) <br />to $6,000.00; and Reduce Equipment and Furniture (Line Item 860) to -0-. <br /> The Board by consensus asked that staff look at all maintenance contracts <br />for such equipment as personal computers and radios, determine the number of <br />service calls on each, and delete those contracts deemed to be unnecessary. In <br />particular, Commissioner Barnhart suggested that all service contracts be deleted <br />for personal computers and that needed repairs be made on a time and material <br />basis. Also, Chairman Simmons asked staff to investigate the cost efficiency of <br />buying new, smallerCars for various departments as opposed to the current policy <br />of using the'old law enforcement vehicles. <br /> <br /> <br />
