On <br />the other hand, Commissioner Barnhart spoke of the need to know where those funds <br />are being spent ~as the Schools appropriation is a major portion of the County <br />budget. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the tipping fee for the Sanitary Landfill <br />at $25.00 per ton effective June 1, 1991. <br /> Commissioner Payne left at 2:30 P.M. and was absent for the remainder of <br />the meeting. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with <br />Chairman Simmons and Commissioners Barnhart, Hamby, and Carpenter voting for, <br />the Board approved the budget for "Contributions to Other Funds" (Account 19- <br />60) as recommended by the County Manager. This budget included the Contribution <br />to Landfill Fund (Line Item 708) in the amount of $37,375.24, Contribution to <br />Water Utility Fund (Line Item 712) in the amount of $1,673,351.00; Contribution <br />to the Capital Reserve Fund (Line Item 716) in the amount of $1,000,000.00, and <br />the Contribution to the Pension Trust Fund (Line Item 717) in the amount of <br />$116,269.00. <br /> The Board briefly discussed the proposed Mental Health budget and the <br />recommendation for a five percent (5%) salary increase for those employees. <br />The Board agreed to consider this budget request at a later date since the actual <br />State allocation to the Mental Health Center is unknown. <br /> The Board by consensus approved the following appropriations listed under <br />"Other Contributions" as recommended by the County Manager: Armory - $4,000.00; <br />Concord City Library - $343,600.00; and Rowan Cabarrus Community College <br />$324,022.00. It was noted there was no request from Keep Cabarrus Clean for <br />funding this year. <br /> Chairman Simmons proposed a matching grant in the amount of $2,500.00 on <br />a matching dollar for dollar individual contribution to the Bicentennial <br />Commission and a grant of $2,500.00 to the Farmers Market on a matching dollar <br />for dollar contribution. <br /> In reference to the request for $30,000.00 funding for the Community in <br />Schools Program, the Board by consensus agreed to the County Manager's <br />recommendation to refer the request to the Board of Education as that board has <br />the responsibility for determining educational priorities. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby, Barnhart and Carpenter voting for, the <br />Board voted to participate in the funding for the Carolinas Partnership at the <br />same level at which the County participates as a member of the Greater Cabarrus <br />County Economic Development Corporation (GCCEDC) and contingent upon the other <br />members of GGCEDC, including the municipalities and the two chambers of commerce, <br />contributing their pro rata share in accordance with the funding formula for the <br />GCCEDG. <br /> Chairman Simmons reported that the Economic Development Corporation spends <br />approximately $15,000.00 annually for rent, utilities, and insurance. Therefore, <br />he recommended that the County offer the Corporation office space in the <br />Governmental Center in order to reduce their expenses by ~$15,000.00 annually. <br />After discussion, the Board agreed the reduction in expenses should be shared <br />by the County and all other GCCEDC members based upon the current funding <br />formula. A letter is to be sent to the Corporation outlining the proposal and <br />requesting a response by June 3. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with <br />Chairman Simmons and Commissioners Barnhart, Carpenter and Hamby voting for, the <br />Board deferred approval of the request from the Mental Health Center and Economic <br />Development Corporation and approved the remainder of the "Other Contributions" <br />as recommended with the following changes: a $2,500.00 matching funds grant to <br />the Farmers Market, a $2,500.00 grant to the Bicentennial Commission on a <br />matching funds basis from individual contributors, and an appropriation of <br />approximately $15,500.00 to Carolinas Partnership. The appropriation to the <br />Garoltnas'~Partnership will be determined in accordance with the current funding <br />formula for the Greater Cabarrus County Economic Development Corporation. The <br />remainder of the appropriations listed under "Other Contributions" as recommended <br />by the County Manager were as follows: Community Based Alternatives' (CBA) <br />Psychological Services Juvenile Court - $10,742.00; Armory - $4,000.00; Concord <br />City Library'- $343,600.00; Rowan Cabarrus Community College - $324,022.00; <br />Historic Cabarrus - $5,000.00; Cabarrus Arts Council $5,000.00; Carolinas <br />Transportation Commission - $12,150.00. <br /> Requests submitted to the County and not recommended for funding by the <br /> County Manager included the following: Old Courthouse Theater, Wildlife Care, <br /> Community in Schools, and Civic Education Project. <br /> <br /> <br />
