159 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the addition of Twinfield Drive and <br />Banberry Lane to the State road system. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following budget amendment. <br /> <br />DEPARTMENT OF PROPERTY MAINTENANCE <br />AMOUNT $1,300.00 <br />TYPE OF ADJUSTMENT: Transfer between Departments/Funds <br />PURPOSE OF REQUEST: This Budget Revision is necessary to cover vandalism that <br /> occurred at the Cannon Memorial YMCA Kannapolis Branch Library. <br /> Insurance coverage provides the damage expenses. <br /> <br /> Line Item Present Approved Revised <br />Account Number Budget Increase Decrease Budget <br /> <br />6-17-60-089 <br /> Insurance Accounts <br /> <br />55,345.02 1,300.00 56,645.02 <br /> <br />01-01-81-20-445 <br /> <br />3,097.79 1,300.00 4,397.79 <br /> <br />NEW BUSINESS <br /> <br /> Mr. Gerald A. Newton, Planning and Zoning Director, presented a <br />Certificate of Recognition which had been awarded to Cabarrus County by the <br />North Carolina Department of Crime Control and Public Safety, Division of <br />Emergency Management, for the County's involvement in the Community Rating <br />System. He explained that the County's participation in the Community Rating <br />System had helped to reduce flood insurance rates for residents and also had <br />helped to prevent development in flood prone areas. <br /> Mr. C. D. Lyons, Chairman of the Community Based Alternatives (CBA) Task <br />Force presented the following proposals for Fiscal Year 1991-1992. <br /> <br />Temporary Shelter Care <br />CBA: $ 95,900.00 <br />Local: $ 49,279.00 <br />Other: $ 27,500.00 (Lutheran Family Services) <br />TOTAL: $172,679.00 <br /> <br />Psychological Services to Courts <br />CBA: $ 10,742.00 <br />Local: $ 3,223.00 <br />TOTAL: $ 13,965.00 <br /> <br />Home-Based Services <br /> <br />CBA: $ 24,865.00 <br />Local: $ 14,764.00 <br />TOTAL: $ 39,629.00 <br /> <br /> The Board deferred action of the proposed grant applications until a later <br />date. <br /> At 6:45 P.M., Chairman Simmons stated that this was the date and hour <br />scheduled for a public hearing to consider the road name change of Carrickerade <br />Court to Windward Court and asked if anyone were present to speak either for or <br />against the proposed name change. There being no one present who wished to <br />address the proposed change, Chairman Simmons closed the public hearing. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the road name change of Carrickerade <br />Court to Windward Court. <br /> Chairman Simmons presented an overview of the proposed Fiscal Year 1991- <br />1992 Budget and reviewed a Budget Summary showing the tax sources which included <br />property tax, sales tax, reimbursements, and other taxes totalling <br />$37,932,496.00. In addition, he reviewed the County Program Expenses and the <br />cost to a $130,000.00 home owner to operate these programs. <br /> <br /> <br />
