165 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, June 4, 1991, at 6:00 P.M. <br /> Present - Vice-Chairman: Jeffrey L. Barnhart <br /> Commissioners: Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Absent - Chairman: Billy J. Simmons, Jr. <br /> Vice-Chairman Barnhart called the meeting to order at 6:15 P.M. and <br />presided in the absence of Chairman Simmons. <br /> The minutes were recorded by Mr. Michael M. Ruffin, County Manager, in the <br />absence of Mrs. Frankie F. Bonds, Clerk to the Board. <br /> Members of the Kannapolis Board of Education present for the meeting <br />included Mr. Henry Duncan, Chairman, and Mr. Joe Mingo, Board member. Also <br />representing the Kannapolis City Schools were Dr. Ralph Johnston, Superintendent; <br />Mr. Ned Robinette, Associate Superintendent; and Mr. Neal Tilley, Finance <br />Director. <br /> Members of the two Boards reviewed the proposed budget for the Kannapolis <br />City Schools for the 1991-1992 fiscal year and the effects of the funding <br />reductions by the State of North Carolina. Items discussed included teachers' <br />salaries, local supplements, instructional supplies, utility costs, computer <br />equipment, and travel expenses. It was noted that personnel in the Kannapolis <br />Schools system totalled approximately 500 employees and included the following: <br />280± certified teachers, 9 locally funded teachers, 52 teaching assistants, and <br />7 administrative personnel. <br /> Vice-Chairman Barnhart advised the Kannapolis Board of Education of the <br />Board's action on June 17 to transfer funds from Schools Capital Outlay to <br />Current Expense in an effort to get more funding into the classrooms. No action <br />relative to the Schools budget was taken by the Board at this time. <br /> At the conclusion of the review of the Kannapolts Schools' budget, the <br />Board briefly discussed the proposed Fiscal Year 1991-1992 budget for Cabarrus <br />County. Items discussed included the additional personnel approved for the <br />Department of Social Services, reductions in the Health Department budget, and <br />funding for the Kannapolis Branch Library. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter and Hamby voting for and Vice-Chairman Barnhart <br />voting against, the Board moved to reduce the Public Health budget by $80,000.00 <br />with no additional employees. The Board agreed to allow the replacement of a <br />vacant Sanitarian position with the requested Public Health Nurse I position. <br /> There being no further business to come before the Board, Vice-Chairman <br />Barnhart recessed the meeting at 7:50 P.M. until 6:30 P.M. on Monday, June 10, <br />1991. <br /> <br />Clerk to the Board <br /> <br /> <br />
