182 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board approved Change Order Number 7 in the amount of <br />$2,260.00 for the General Construction Contract with T.K. Browne Construction <br />Company, Inc. for the Social Services Addition as follows: <br /> <br />Change Order Number: #7 <br />Contractor: T.K. Browne Construction Co., Inc. <br />Contract: General Construction <br />Changes in the contract: <br /> 1.Furnish a metal access door for mechanical chase. <br /> ADD $100.00 <br /> 2. Furnish carpet matching that in existing building to be <br /> installed in corridor #235, as a part of the contract, <br /> in lieu of specified carpet. ADD $160.00 <br /> 3. Install 5/8" plywood flooring on shims over existing <br /> floor in Corridor #235 and Office #236 to provide level <br /> floor surface. ADD $900.00 <br /> 4. Install 5/8" gypsum board on 7/8" metal furring over <br /> concrete block walls and metal studs against existing <br /> brick wall in Corridor #100. ADD $900.00 <br /> 5. Furnish and install vinyl composition tile flooring in <br /> Storage Room #307. ADD $200.00 <br /> <br />TOTAL ADDITION - $2,260.00 <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Change Order Number 2 in the amount of <br />$286.00 to the Electrical Work Contract with Tri-Electric, Inc. for the Social <br />Services Building Addition as follows: <br /> <br />Change Order Number 2 <br />Contractor: Tri-Electric, Inc. <br />Gontract: Electrical Work <br />Changes: Add 3 Type A light fixtures <br /> ADD $286.00 <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons with <br />Commissioners Barnhart, Hamby, and Carpenter and Chairman Simmons voting for <br />and Commissioner Payne voting against, the Board approved on first reading the <br />following amendment to the Cabarrus County Personnel Ordinance. <br /> <br />Amend Article III. The Pay Plan as follows: <br /> Insert a new Section 8: <br /> <br />Section 8. Limit on Within-the-Range Pay Increments <br /> No employee shall receive more than one within-the- <br />range pay increase in any fiscal year. The increase received <br />shall be limited to one of the following: a training step <br />increase, a merit increase, a pay plan adjustment increase or <br />a reclassification increase. <br /> <br />Renumber the remaining sections 8 through 13 to read as <br />sections 9 through 14. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board designated Commissioner Hamby as delegate and <br />Commissioner Payne as alternate delegate to the National Association of Counties <br />Annual Conference to be held in Salt Lake City on July 13-17, 1991. <br /> The Board received a number of budget amendments to balance the line items <br />for various departmental budgets. Board members expressed concern regarding the <br />transfer of funds between line items and indicated that the budget should be <br />followed more closely next year. Also, it was noted that in preparing the <br />budget for Fiscal Year 1992-93 a comparison would be needed to determine actual <br />budgeted funds for each account versus actual spent funds. <br /> In reviewing the budget amendment for the Group Hospitalization Insurance, <br />Mr. Michael M. Ruffin, County Manager, noted there was a $275,000.00 shortfall <br />in the insurance account. According to Mr. Ruffin, insurance rates were not <br />increased sufficiently and claims came in at a higher rate than was budgeted <br />for this fiscal year. <br /> <br /> <br />
