182 UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and unanimously carried, the Board approved Change Order Number 7 in the amount of $2,260.00 for the General Construction Contract with T.K. Browne Construction Company, Inc. for the Social Services Addition as follows: Change Order Number: #7 Contractor: T.K. Browne Construction Co., Inc. Contract: General Construction Changes in the contract: 1.Furnish a metal access door for mechanical chase. ADD $100.00 2. Furnish carpet matching that in existing building to be installed in corridor #235, as a part of the contract, in lieu of specified carpet. ADD $160.00 3. Install 5/8" plywood flooring on shims over existing floor in Corridor #235 and Office #236 to provide level floor surface. ADD $900.00 4. Install 5/8" gypsum board on 7/8" metal furring over concrete block walls and metal studs against existing brick wall in Corridor #100. ADD $900.00 5. Furnish and install vinyl composition tile flooring in Storage Room #307. Gontract: Electrical Work Changes: Add 3 Type A light fixtures ADD $286.00 UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons with Commissioners Barnhart, Hamby, and Carpenter and Chairman Simmons voting for and Commissioner Payne voting against, the Board approved on first reading the following amendment to the Cabarrus County Personnel Ordinance. Amend Article III. The Pay Plan as follows: Insert a new Section 8: Section 8. Limit on Within-the-Range Pay Increments No employee shall receive more than one within-the- range pay increase in any fiscal year. The increase received shall be limited to one of the following: a training step increase, a merit increase, a pay plan adjustment increase or a reclassification increase. Renumber the remaining sections 8 through 13 to read as sections 9 through 14. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and unanimously carried, the Board designated Commissioner Hamby as delegate and Commissioner Payne as alternate delegate to the National Association of Counties Annual Conference to be held in Salt Lake City on July 13-17, 1991. The Board received a number of budget amendments to balance the line items for various departmental budgets. Board members expressed concern regarding the transfer of funds between line items and indicated that the budget should be followed more closely next year. Also, it was noted that in preparing the budget for Fiscal Year 1992-93 a comparison would be needed to determine actual budgeted funds for each account versus actual spent funds. In reviewing the budget amendment for the Group Hospitalization Insurance, Mr. Michael M. Ruffin, County Manager, noted there was a $275,000.00 shortfall in the insurance account. According to Mr. Ruffin, insurance rates were not increased sufficiently and claims came in at a higher rate than was budgeted for this fiscal year.
