201 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center at 6:30 P.M. on Monday, June 24, 1991. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br />Chairman Simmons and Commissioner Carpenter were present via a telephone <br />conference call. <br /> Chairman Simmons called the meeting to order at 6:35 P.M. and made brief <br />comments regarding the proposed budget. He noted that although the Board had <br />cut the recommended budget by almost $1 million a net tax increase could not be <br />avoided at this time. Chairman Simmons also pointed out that the Board is looking <br />at spending very closely and has shifted funding to such areas as public <br />education, sewer and water, and law enforcement. He then turned the meeting over <br />to Vice-Chairman Barnhart. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following Budget Ordinance for Fiscal <br />Year 1991-1991 with a tax rate of 58 cents. <br /> <br /> CABARRUS COUNTY <br />BUDGET ORDINANCE <br />FISCAL YEAR 1991-1992 <br /> <br /> BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br /> <br />Section 1.
