2O8

The Board of Commissioners for the County of Cabarrus met in recessed
session in the Commissioners' Meeting Room at the Cabarrus County Governmental
Center in Concord, North Carolina, on Friday, June 28, 1991, at 5:00 P.M.
Present - Vice-Chairman: Jeffrey L. Barnhart
Commissioners: Carolyn B. Carpenter
William G. Hamby, Jr.
Absent - Chairman: Billy J. Simmons, Jr.
Commissioner: Kenneth F. Payne
Vice-Chairman Barnhart called the meeting to order at 5:05 P.M. and
presided in the absence of Chairman Simmons.
The Board observed a moment of silence in memory of Sgt. Michael Campbell
who was killed in an accident during the week. Sgt. Campbell was an employee
of the Cabarrus County Sheriff's Department.
Vice-Chairman Barnhart stated that the public hearing scheduled for this
date to consider a one-half cent (1/2¢) local option sales tax had been cancelled
as the North Carolina General Assembly had not yet enacted the appropriate
legislation.
The Board reviewed the proposed Agreement between Cabarrus County, the City
of Concord, and the Pitts Volunteer Fire Department (VFD). Questions were raised
regarding the use of the facility for community organizations and a contribution
from the operating expenses of Pitts VFD to the community association. Also
discussed was the County's 20 percent contribution of the cost for the
construction of the dormitory. The Board deferred the proposed agreement until
the meeting on July 1 and asked that Mr. Jim Allison, Fire Chief, be present at
that meeting to respond to these concerns and other questions by the Board.
There being no further business to come before the Board, Vice-Chairman
Barnhart adjourned the meeting at 5:22 P.M.

Clerk to the Board
