237 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center on Monday, July 22, 1991, at 6:30 P.M. The meeting had been rescheduled <br />from Monday, July 15, due to the Annual Conference of the National Association <br />of Counties which was held in Salt Lake City on July 13 - 17, 1991. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Bobby C. Utley of the New Testament <br />Independent Baptist Church. <br /> <br />NEW BUSINESS <br /> <br /> Chairman Simmons recognized Mr. Alvin Stanford, the 1991 State Winner of <br />the Search for Excellence Awards Program, Administrative Management Category, <br />sponsored by the North Carolina Association of County Agricultural Agents for <br />the publication of the Cabarrus County Extension quarterly newsletter. He will <br />be recognized nationally for the award at an upcoming conference in Peoria, <br />Illinois. <br /> Commissioner Hamby recognized seven County programs which had been <br />considered for submission to the 1991 County Awards Program sponsored by the <br />North Carolina Association of County Commissioners. The Programs were as <br />follows: <br /> <br />Register of Deeds - Mr. Bill Ross <br />Computerization of information to enhance public access to records, <br />including those records of vital statistics such as births, deaths <br />and marriages, as well as the planned computerization of UCC's <br />(financial statements). <br /> <br />Tax Collector - Ms. Derelle Kiser <br />Implementation of computer linkage with the Credit Bureau to allow <br />the Tax Collector to increase collection from delinquent tax payers. <br /> <br />Health Department - Dr. William'F. Pilkington <br />(1) "MOMS" Program (Moving Obstacles to Maternity Services) <br />Achievement of goal to improve the County's infant mortality rate <br />by increasing the nurses' starting salaries, filling four vacant <br />nursing positions, and employing a family practice physician. <br /> <br />(2) Food Service Manager Certification Program - Provision of <br />classes by the Environmental Health Specialists to certify food <br />service workers in the county. <br /> <br />Social Services - Mr. James F. Cook, Jr., Director, and staff <br />members Connie Polk and Carol Fraley <br />(1) Staff-generated public relations including the publication of <br />5,000 annual reports designed to educate the public about available <br />services, to provide taxpayers with information on tax revenues and <br />expenditures, and to serve as a self-evaluation tool for the <br />Department. <br /> <br />(2) Home Remedies Project - Development of project to work with <br />abused and neglected children in the county. <br /> <br />Planning and Zoning Department Gerald A. Newton <br />Publication of the Public Affairs Bulletin for Cabarrus County <br /> <br /> Chairman Simmons read a letter from Dr. Ed Tyson, Interim Superintendent <br />for the Cabarrus County Schools, expressing appreciation for the increase in the <br />local funding for the schools. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending litigation with the Concord Board of Aldermen and City Manager Leonard <br />Sossamon and Attorney Gordon Belo. Members of the Board of Aldermen present for <br />the meeting were as follows: Mayor Bernie Edwards, Mayor Pro-rem James L. <br />Dorton, and Aldermen Alfred M. Brown, Robert Mathis, Jr., Larry Barringer, Lamar <br />Barrier, Frank Dusch, Jr., and J. A. Fisher. <br /> <br /> <br />
