257 <br /> <br /> Chairman Simmons instructed Mr. Waldroup to draft a letter to all the <br />residents advising them of their cost using the assessment method to pay for the <br />project as described in Sections A-I and B-1. Project costs for Sections A-1 <br />and B-1 totaled $267,355.00 with the assessment for each resident estimated at <br />$1,969.98. <br /> Mr. James Martin, President of the Midland Community Association, stated <br />in his opinion the residents would be in favor of the proposed project as they <br />need the water. <br /> Mr. Gerald A. Newton, Planning and Zoning Director, reviewed the Cabarrus <br />County Transportation Development Plan (TDP) Update which had been prepared by <br />Ecosometrics Incorporated to address the impact that the Department of Social <br />Services (JOBS) Program will have on public transportation in the county, He <br />reported that the Update had concluded that the County should consider <br />alternatives to create a larger, independent transportation system that could <br />meet the needs of all county programs, serve as a focal point for coordination <br />efforts, and be sufficiently independent from existing human service agencies. <br />According to Mr. Newton, the Update presented various alternatives with <br />Alternatives B and C being the most acceptable to Cabarrus County. Alternative <br />B had the provision of transportation services totally under County staff and <br />Alternative C had the provision of these services by an independent contractor. <br />Mr. Newton pointed out that both alternatives included the removal of the <br />provision of transportation services from the Department of Aging with the <br />establishment of a Transportation Coordinator in the Planning and Zoning <br />Department. He reported that it was determined after reviewing the <br />transportation services proposals received on July 3 that contracting the <br />service would cost less and be more efficient than overhauling the system and <br />retaining it in County government. Therefore, Mr. Newton recommended that the <br />Board select Alternative C and approve in principle a contract with the low <br />bidder, CTS Management Company, Inc., for transportation services at a <br />negotiated cost of $.93 per mile which included County personnel driving the <br />vans. <br /> TRANSPORTATION BIDDERS <br /> Bid Tabulation <br /> <br />Company <br />Carolina Coordinated Services (CCS) $1.27 <br />Transportation Management Services, Inc. $1.17 <br />CTS Management Company, Inc. $ .86 <br /> <br />Cost per Mile <br /> Bid <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the Cabarrus County Transportation <br />Development Plan Update as presented by Mr. Gerald A. Newton. The Update is <br />hereby included by reference as a part of the minutes and is on file in the <br />Office of the County Manager. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board agreed to establish a Transportation Advisory <br />Board (TAB) and asked Mr. Gerald Newton, Planning and Zoning Director, to bring <br />back nominees at the next Board meeting for appointment to the Transportation <br />Advisory Board. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with <br />Chairman Simmons and Commissioners Barnhart, Hamby and Payne voting for and <br />Commissioner Carpenter voting against, the Board awarded in principle a contract <br />for the transportation services to CTS Management Company, Inc. subject to the <br />adoption of a final agreement for the services pursuant to Alternative C of the <br />Transportation Development Plan Update. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following Joint Resolution relative <br />to watershed classifications to be presented at a public hearing in Troy in <br />August. <br /> Joint Resolution <br /> <br />A Joint Resolution By The City of Kannapolis, The City of Concord, The Town of <br />Mount Pleasant and The County of Cabarrus, North Carolina Setting Forth a <br />Statement in Regard to the Classification of Watersheds in and Around the Four <br />Local Governments. <br /> <br />WHEREAS, <br /> <br />the State of North Carolina is in the process of instituting a <br />program designed to significantly control development in water <br />supply watersheds in order to lessen the potential of pollution <br /> <br /> <br />
