279 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center on Monday, August 19, 1991, at 6:30 P.M. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Absent - Commissioner: Jeffrey L. Barnhart <br /> Chairman Simmons called the meeting to order at 6:38 P.M. <br /> Commissioner Carpenter was absent for the beginning of the meeting. <br /> The invocation was given by Commissioner Hamby. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby and Payne and Chairman Simmons voting for, the minutes of <br />July 22, 1991 (Regular Meeting) were approved as written. <br /> Chairman Simmons announced that Board members had attended the Annual <br />Conference of the North Carolina Association of County Commissioners in Winston- <br />Salem during the past week. He reported that Cabarrus County had received two <br />(2) of the twenty (20) awards given by the Association for outstanding programs <br />selected for creativity and effectiveness in addressing problems and providing <br />services. These programs were the Cabarrus County Public Affairs Bulletin, <br />initiated by the Board of Commissioners and prepared by the Planning Department, <br />and the Home Remedies Project sponsored by the Department of Social Services for <br />abused and neglected children. Chairman Simmons further reported that a major <br />topic covered in several sessions was the impact of State and Federal Governments <br />mandating programs for counties but not funding them. He urged residents to <br />express their concerns about these programs to State and Federal representatives <br />as these mandates cost County property owners over $1 million in new property <br />taxes for Fiscal Year 1991-92. <br /> <br />UNFINISHED BUSINESS <br /> <br /> The items on the agenda relative to the recommendation for relocation of <br />the ambulance facility by Commissioners Hamby and Payne and a report on the <br />potential ambulance facility by Aubrey Attkisson were tabled until Commissioners <br />Payne and Hamby are ready with a recommendation. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby and Payne voting for, the Board <br />appointed Mrs. Jane Kiser to the Cabarrus County Transportation Advisory Board <br />as the representative of the Health Board.
