282 <br /> <br />1.6.1.1.1. Design of cut and fill areas, including slopes, volumes, <br />and specifications for stabilization and cover (mulch). <br />1.6.1.1.2. Delineation of Preservation Lands, and preliminary <br />(baseline) review of these areas. <br />1.6.1.1.3. Preparation of Wildlife Feed Plot areas (clearing) for <br />planting and identification of seed source. <br />1.6.1.1.4. Coordination (field and office meetings and <br />correspondence) with the Forest Service regarding trees to be <br />planted; this task includes visiting various nurseries and seeking <br />out the number and species of trees to be planted. <br />1.6.1.1.5. Coordination (office meetings and correspondence) with <br />the Cabarrus County Mosquito Control and NC Division of <br />Environmental Health, Public Health Pest Management Section, <br />regarding specific monitoring plan for evaluation of mosquito and <br />fish populations in pool; initial (baseline) monitoring of adult and <br />larval mosquito populations should begin immediately. <br />1.6.1.2. Draft County Preservation Lands Guidelines - legally <br />describing Preservation Lands and Habitat Creation areas; guidelines <br />to "restrict (public) access, development, or use of lands...". <br />1.6.2. The following will be accomplished, in accordance with the <br />specific conditions of the 404 permit as follows: littoral shelf <br />construction by excavating and filling around the proposed <br />shoreline; planting 186 acres of bottomland hardwoods around the <br />reservoir perimeter; planting 170 acres of upland hardwoods and <br />pines in the buffer area; and planting 6 acres of wildlife feed <br />plots. <br />1.6.2.1. Construction observation of littoral shelf construction, <br />accomplished through excavation and back-filling along the reservoir <br />shoreline, than spreading a 4-inch to 6-inch layer of mulch on this <br />shelf (mulch to originate from existing bottomland hardwood wetland <br />areas). <br />1.6.2.2 Observation of planting, on 10-foot center, of sapling <br />trees on the littoral shelf. <br />1.6.2.3. Observation of planting, on 10-foot centers, of sapling <br />pines and hardwoods in upland reforestation areas. <br />1.6.2.4. Observation of planting of wildlife feed plots. <br />1.6.2.5. Development of a detailed monitoring plan which, in <br />accordance with specific conditions of the 404 permit, will record <br />the results of these mitigation efforts. <br />1.6.2.6. Development of a wildlife and habitat management plan in <br />accordance with the 404 permit and in cooperation with the N.C. <br />Wildlife Resources Commission. <br />1.6.3. Post-Construction Phase (Monitoring and Maintenance). <br />Evaluation of several parameters as described in the specific <br />conditions of the 404 permit, as negotiated with the Division of <br />Environmental Health, and/or as proposed by OWNER and HDR including: <br />survivorship of planted vegetation; recruitment of native vegetation <br />in mitigation areas; existing habitat and wildlife utilization in <br />preservation areas; recruitment and effectiveness of mosquito fishes <br />in the reservoir pool; maintenance (removal of nuisance species) and <br />replanting as necessary; and periodic report generation of <br />monitoring/maintenance events over the next seven years. <br />1.6.3.1. Monitoring This will require the specific evaluation, <br />in accordance with the 404 permit and through statistically accurate <br />methodology, of the following: <br /> · survivorship and growth of bottomland hardwoods and <br /> upland conifers and hardwoods installed in mitigation <br /> areas by the Forest Service; <br /> · recruitment in the mitigation areas of native <br /> vegetation; <br /> · baseline and successional data for wildlife and <br /> vegetation in preservation areas; <br /> · recruitment of mosquito fishes into the reservoir pool; <br /> this will include assessment of adult mosquito <br /> population data available from the local Mosquito <br /> Control District. <br />Monitoring of the above parameters will be required at the <br />beginning, middle and end of each growing season for the first 4 <br />years, and at the beginning and end of each growing seasons for <br />years 5 through 7. This results in a total of 18 monitoring events. <br /> <br /> <br />
