284 <br /> <br />UNFINISHED BUSINESS <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />~ommi.~sioners Hamby and Payne and Chairman Simmons voting for, the Board <br />expanded the membership of the Community Based Alternatives Task Force by one <br />member and appointed Mr. Leroy Staggers to fill the new position. The Board <br />further appointed Mr. Melvin D. Denton and Reverend Thomas A. Kruchkow to fill <br />the positions previously held by Mr. Charlie Davis and Ms. Donna Beaver. Ail <br />appointments were for a term of three years ending June 30, 1994. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby and Payne and Chairman Simmons voting for, the Board <br />reappointed Mr. G. D. Lyons and Ms. Martha Macon to the Community Based <br />Alternatives Task Force for three-year terms ending June 30, 1994. <br /> Commissioner Carpenter arrived at 7:45 P.M. and was present for the <br />remainder of the meeting. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter with <br />Chairman Simmons and Commissioners Carpenter, Hamby, and Payne voting for, the <br />Board appointed Mr. Stephen D. Adkins as the Youth Representative to the Parks <br />and Recreation Advisory Commission for a term of one year ending July 31, 1992. <br />The Board further appointed Dr. John Benbow as the Concord City District <br />representative to the Parks and Recreation Advisory Commission for a three-year <br />term ending December 31, 1993. <br /> The Board deferred the remaining two appointments to the Parks and <br />Recreation Advisory Commission until after discussion of applicants in executive <br />session. <br /> <br />OTHER BUSINESS <br /> <br /> Chairman Simmons reported that he had received a request from Mr. Larry <br />Cole, Chairman of the Poplar Tent Community Association, for the Board to call <br />foC an election for the Poplar Tent Beautification District. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter with <br />Chairman Simmons and Commissioners Carpenter, Hamby and Payne voting for, the <br />Board agreed to add to the agenda consideration of the request to call for an <br />election relative to the establishment of the Poplar Tent Beautification <br />District. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby, Carpenter, and Payne voting for, the <br />Board requested the Board of Elections to place the Poplar Tent Beautification <br />District election on the ballot for the first Tuesday in November. <br /> Chairman Simmons reported that the North Carolina Wildlife Federation had <br />requested that the County proclaim September 28, 1991 as National Hunting and <br />Fishing Day in Cabarrus County. The Board by consensus approved this request <br />and directed that a proclamation be drafted. <br /> Chairman Simmons reported that the National Association of Counties had <br />requested that the Board contact Representative W. G. Hefner and ask that he <br />cosponsor HR 1495, a bill to increase the authorization for the Payments-In- <br />Lieu'Of-Taxes (PILT) Program for the first times since the program began in <br />1976. This program provides compensation to units of local government for the <br />presence of federal tax-exempt property to which local governments provide human <br />and physical services. The Board by consensus agreed to send a letter to <br />Representative Hefner requesting his support of HR 1495 and asking that he serve <br />as a cosponsor of the bill. <br /> Chairman Simmons stated that he had received a proposal from the Control <br />General Corporation to conduct a utility audit to determine if the County is <br />receiving the proper discounts for utility services. The Board by consensus <br />a~ked that the staff evaluate the proposal and bring a recommendation back to <br />the Board. <br /> Commissioner Carpenter read a letter from Mr. Steve Little, Parks and <br />Recreation Director, stating that the Gabarrus-Rowan Park Commission's Greenway <br />Project is one of the seven public outdoor recreation projects which have been <br />recommended to receive grants totalling $344,375.00 under the Federal Land and <br />Water Conservation Fund Program. These seven grant recommendations have been <br />forwarded to the National Park Service in Atlanta for final approval. <br /> Chairman Simmons recognized Josh Yelton and Zachary Crawford, Scout <br />members from Troop 3 of the First Presbyterian Church, who were present for the <br />meeting. <br /> <br /> <br />
