295 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with <br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />Board adopted the following Proclamation. <br /> <br />HUNTING AND FISHING DAY <br /> PROCLAMATION <br /> <br />WHEREAS, hunting and fishing have always been an important part of the <br /> American tradition; and <br />WHEREAS, for over 100 years, hunters and anglers have been in the forefront <br /> of the conservation movement, providing the impetus and the <br /> financing for many of the wildlife conservation programs existing <br /> today; and <br />WHEREAS, these programs have resulted in the dramatic comeback of many <br /> species such as woodchucks, whitetailed deer, trumpeter swan, wild <br /> turkey, elk and pronghorn antelope; and <br />WHEREAS, as individuals, and through their organizations, sportsmen and women <br /> volunteer countless hours of their time for conservation projects <br /> and to educate others about the wise management of our natural <br /> resources; and <br />WHEREAS, we commend the ethical hunters and anglers of Cabarrus County for <br /> their unselfish dedication and contributions to conservation; and <br />WHEREAS, to date sportsmen and women have provided more than $12 billion <br /> nationally for conservation programs that benefit all species of <br /> fish and wildlife, chipmunks and song birds as well as deer and elk. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby join with President George Bush, the Congress of the <br />United States, and Governor James Martin in declaring September 28, 1991 as <br />National Hunting and Fishing Day and call upon all citizens of Cabarrus County <br />to join with sportsmen-conservationists in their efforts to ensure the wise use <br />and proper management of our natural resources to benefit future generations. <br /> Adopted this 3rd day of September, 1991. <br /> <br />/s/ Frankie F, Bonds <br />Frankle F. Simmons, Jr., Chairman <br /> <br />NEW BUSINESS <br /> <br /> Ms. Annette Cash, resident of the Mulberry Road Community, presented a <br />"Petition Against Montgomery Tank Lines" in which she related concerns regarding <br />the evacuation of her community on August 17, 1991 and the emission of chemical <br />fumes by Montgomery Tank Company. She cited such concerns as the effect of the <br />chemical ethyl acrylate on the residents, the lack of an exit from the community <br />other than directly past the company, the need for a division in Cabarrus County <br />trained in the handling of hazardous materials, the lack of posted information <br />on the facility listing the type of chemicals used by the company, and alleged <br />violations of the Cabarrus County Zoning Ordinance. In conclusion, she asked to <br />have the company closed and expressed fear for the lives of the residents, <br />children, animals, water and land. <br /> Mr. Ben Mabrey, Director of Emergency Management, updated the Board on the <br />Mulberry Road/Montgomery Tank Company situation. He explained that the lack of <br />posted information regarding the use of chemicals had necessitated the call to <br />the Charlotte HazMat team for assistance in the identification and containment <br />of the ethyl acrylate which he described as a mild irritant. Mr. Mabrey <br />reported that the officials from the Environmental Protection Agency had visited <br />the site and had agreed to issue a summons to the company if Mr. Mabrey <br />determines there is an odor problem in the future. Also, he reported that <br />company officials had on this date stated they would no longer use ethyl <br />acrylate to wash their tanks. Mr. Mabrey further advised the Board that a needs <br />assessment is being done in cooperation with the City of Concord to determine <br />if a more advanced level of hazardous materials response team is needed in <br />Cabarrus County. In conclusion, he reported that the company is basically safe <br />in its operation but stated he would continue to closely monitor the situation. <br /> Dr. William F. Pilkington, Health Director, reported that the Health <br />Department was performing water samples for homes in that area and thus far all <br />wells tested had been free of chemicals. <br /> <br /> <br />
