307 <br /> <br /> In response to a recent request by the City of Concord for a decision on <br />the July 22nd settlement agreement, Chairman Simmons reported that he had <br />informed the City on two separate occasions on July 22 that the agreement was <br />unacceptable. However, the City had chosen to adopt the July 22nd agreement <br />and to make public comments regarding the agreement on that date. Chairman <br />Simmons stated in his opinion the City's recent actions were not conducive to <br />trying to come to an agreement nor to good relations. In conclusion, he stated <br />he did not close the door on anything but at this time there was no agreement <br />to which to reply. <br /> Commissioner Barnhart stated for the record that his main thrust in trying <br />to negotiate a settlement agreement with Concord was to offer a fresh start <br />towards much needed cooperation on other important concerns. He further stated <br />that it had become apparent to him on such recent occasions as the Mayor's <br />address to the Board on July 22nd, comments by the City Manager in the <br />newspaper, and other conversations that there is no evidence of a cooperative <br />spirit displayed from the City of Concord or from the City Manager. Therefore, <br />Commissioner Barnhart stated that, as it stands today, he could not support any <br />agreement until he could see some evidence of cooperation. <br /> Commissioner Barnhart further commented on the role of the media and its <br />responsibility to keep the citizens informed. He stated he agreed that the <br />media is a watchdog for the citizens but stated in his opinion this does not <br />include pushing one's own private agenda, pet projects or political candidates <br />and specifically does not include any work to undermine another person's <br />integrity. Commissioner Barnhart related telephone conversations with a <br />reporter who questioned his rights to run for public office. Also, he <br />complained that the news media had repeatedly misrepresented his residence as <br />being in the Poplar Tent area rather than in Concord and had incorrectly <br />identified him on numerous times as being the Chairman of the Board. According <br />to Commissioner Barnhart, the press had unfairly attacked the current Board for <br />the 29 percent tax increase although he had indicated during his campaign that <br />a tax increase of 25 to 40 percent would be needed due to the past spending of <br />the previous Board. Stating that a $4 million deficit had been left for the <br />current Board to deal with, Commissioner Barnhart pointed out that it was the <br />average taxpayer who would have t° pay the bill. <br /> <br />UNFINISHED BUSINESS <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with <br />Chairman Simmons and Commissioners Barnhart, Carpenter and Hamby voting for, the <br />Board adopted the following Planning Services Agreement between the Town of <br />Harrisburg and Cabarrus County. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />PLANNING SERVICES AGREEMENT <br /> <br /> THIS AGREEMENT of Interlocal Cooperation, pursuant to the terms and <br />conditions of North Carolina General Statutes Chapter 160-A, Article 20, made <br />and entered into this __day of , 1991, by and between the TOWN <br />OF I~ISBURG, North Carolina (hereinafter referred to as "HARRISBURG"), and <br />CABARRUS COUNTY, North Carolina (hereinafter referred to as "CABARRUS"); <br /> W I T N E S S E T H: that -- <br /> WHEREAS, HARRISBURG and CABARRUS agree that it is mutually beneficial to <br />coordinate comprehensive planning and to provide and share staff and staff <br />support therefor in a cost-efficient manner; and <br /> WHEREAS, HARRISBURG and CABARRUS desire to cooperate in an undertaking <br />pursuant to the terms of this Agreement; <br /> NOW, THEREFORE, in consideration of the premises herein and the mutual <br />covenants and agreements hereinafter set forth, HARRISBURG and CABARRUS agree <br />as follows: <br /> 1. Purpose. The purpose of this Agreement is to establish a basis for <br />cooperation between HARRISBURG and CABARRUS in staffing personnel to provide <br />comprehensive planning and zoning services for both HARRISBURG and CABARRUS. <br /> 2. Term of Agreement. This Agreement shall commence upon its final <br />approval and execution by appropriate authority of both HARRISBURG and CABARRUS, <br />and shall terminate on 3une 30, 1993; however, HARRISBURG and GABARRUS may <br />extend the term of this Agreement by written amendment executed in the manner <br />and with the same formality as this Agreement. <br /> <br /> <br />
