316 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room att he Cabarrus County Governmental <br />Center in Concord, North Carolina, on Wednesday, September 18, 1991, at 6:00 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Absent - Commissioner: Kenneth F. Payne <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby and Carpenter voting for and <br />Commissioner Barnhart voting against, the Board moved to amend its action of <br />September 16, 1991, relative to health insurance for Board members and to make <br />the insurance coverage available to Board members on the same basis as other <br />elected officials effective July 1, 1992. This insurance coverage is to be <br />included during the regular budgeting process for Fiscal Year 1992-93. <br /> Commissioner Carpenter reported that Mr. Gene Lentz, Chairman of the <br />Christmas Parade Committee of the Concord-Cabarrus County Chamber of Commerce, <br />had requested permission to use the parking garage of the Governmental Center <br />for public parking during the annual Christmas parade on Saturday, November 23, <br />1991. The Board by consensus approved this request. <br /> Commissioner Carpenter reviewed a letter from Judge Clarence E. Horton, <br />Jr., Chairman of the Board of Directors of the Bicentennial Commission, outlining <br />plans for the 1992 bicentennial celebration. In his letter, Judge Horton <br />requested that the Board of Commissioners consider meeting on January 21, 1992 <br />which would be the anniversary of the first session of the Court of Pleas and <br />Quarter Sessions which began on January 21, 1793. He also asked that the Board <br />meet in the 1876 Courthouse on that date for the opening ceremonies of the <br />bicentennial celebration. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, and Carpenter and Chairman Simmons voting for, <br />the Board set its second regular meeting in January on Tuesday, January 21, 1992, <br />at 6:30 P.M. in the Historic Courthouse. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending litigation and property acquisition. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons with <br />Commissioners Hamby, Barnhart and Carpenter and Chairman Simmons voting for, the <br />executive session was adjourned. <br /> No action was reported from the executive session. <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 7:55 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
