352 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, November 4, 1991, at 6:30 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> Chairman Simmons called the meeting to order at 6:35 P.M. <br /> The invocation was given by Reverend Kirk Sams of the Kannapolls Church <br />of Christ. <br /> Chairman Simmons recognized the following Central Cabarrus Active <br />Citizenship Training Class students who were present for the meeting: Kelly <br />Russ, Shelley Smith, Angela Cltne, and David McNeil. The Board presented to each <br />of them one of the shirts received on October 21, 1991 from Mr. Bobby Waltrip <br />of Darwal, Inc. <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons and <br />unanimously carried, the minutes of October 17, 1991 and the minutes for both <br />the special and regular meetings of October 21, 1991 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Commissioner Barnhart nominated Ms. Monica Davis for appointment to the <br />Community Based Alternatives (CBA) Task Force to fill the vacancy created by the <br />resignation of Mr. Steven Shipp. The nomination was seconded by Commissioner <br />Carpenter. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, nominations were closed. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board appointed Ms. Monica Davis to the Community <br />Based Alternatives (CBA) Task Force to complete an unexpired term ending June <br />30, 1993. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> Commissioner Barnhart questioned the proposed Health Department budget <br />amendment allocating $4,750.00 in Medicaid reimbursement for the insertion of <br />the Norplant contraceptive in ten (10) patients. Stating concern relative to <br />the safety of the contraceptive and its unknown long-term effects on young women, <br />Commissioner Barnhart requested additional information regarding the use of <br />Norplant. <br /> The following motion by Commissioner Barnhart failed for lack of a second: <br />To ask Dr. William F. Pilkington, Health Director, to prepare a complete staff <br />analysis of Norplant and a proposal on how it will be implemented in Cabarrus <br />County, if at that time he still feels we should proceed. If the Board concurs <br />after reviewing the information provided, the "budget amendment" can be approved <br />at that time. <br /> The motion by Commissioner Payne to approve the New Business Consent items <br />which included the Health Department budget amendment and the annual agreement <br />between Cabarrus County and the Lutheran Family Services failed for lack of a <br />second. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby, Carpenter, and Barnhart voting for and <br />Commissioner Payne voting against, the Board tabled the Health Department budget <br />amendment allocating Medicaid funds for the use of the Norplant contraceptive <br />until the next meeting and appointed Commissioners Barnhart and Carpenter as a <br />committee to bring back a recommendation to the Board. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following contract between Cabarrus <br />County and Lutheran Family Services in North Carolina, Inc. <br /> <br />STATE OF NORTH CAROLINA <br />COUNTY OF CABARRUS <br /> <br />CONTRACT <br /> <br /> THIS AGREEMENT, made and entered by and between CABARRUS <br />COUNTY, hereinafter referred to as "COUNTY", and LUTHERAN FAMILY <br /> <br /> <br />
