352 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina, on Monday, November 4, 1991, at 6:30 P.M. Present - Chairman: Billy J. Simmons, Jr. Commissioners: Jeffrey L. Barnhart Carolyn B. Carpenter William G. Hamby, Jr. Kenneth F. Payne Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Simmons called the meeting to order at 6:35 P.M. The invocation was given by Reverend Kirk Sams of the Kannapolls Church of Christ. Chairman Simmons recognized the following Central Cabarrus Active Citizenship Training Class students who were present for the meeting: Kelly Russ, Shelley Smith, Angela Cltne, and David McNeil. The Board presented to each of them one of the shirts received on October 21, 1991 from Mr. Bobby Waltrip of Darwal, Inc. UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons and unanimously carried, the minutes of October 17, 1991 and the minutes for both the special and regular meetings of October 21, 1991 were approved as written. UNFINISHED BUSINESS Commissioner Barnhart nominated Ms. Monica Davis for appointment to the Community Based Alternatives (CBA) Task Force to fill the vacancy created by the resignation of Mr. Steven Shipp. The nomination was seconded by Commissioner Carpenter. UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and unanimously carried, nominations were closed. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter and unanimously carried, the Board appointed Ms. Monica Davis to the Community Based Alternatives (CBA) Task Force to complete an unexpired term ending June 30, 1993. NEW BUSINESS CONSENT Commissioner Barnhart questioned the proposed Health Department budget amendment allocating $4,750.00 in Medicaid reimbursement for the insertion of the Norplant contraceptive in ten (10) patients. Stating concern relative to the safety of the contraceptive and its unknown long-term effects on young women, Commissioner Barnhart requested additional information regarding the use of Norplant. The following motion by Commissioner Barnhart failed for lack of a second: To ask Dr. William F. Pilkington, Health Director, to prepare a complete staff analysis of Norplant and a proposal on how it will be implemented in Cabarrus County, if at that time he still feels we should proceed. If the Board concurs after reviewing the information provided, the "budget amendment" can be approved at that time. The motion by Commissioner Payne to approve the New Business Consent items which included the Health Department budget amendment and the annual agreement between Cabarrus County and the Lutheran Family Services failed for lack of a second. UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with Chairman Simmons and Commissioners Hamby, Carpenter, and Barnhart voting for and Commissioner Payne voting against, the Board tabled the Health Department budget amendment allocating Medicaid funds for the use of the Norplant contraceptive until the next meeting and appointed Commissioners Barnhart and Carpenter as a committee to bring back a recommendation to the Board. UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and unanimously carried, the Board approved the following contract between Cabarrus County and Lutheran Family Services in North Carolina, Inc.
