360 <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner B~rnhart and <br />unanimously carried, the Board agreed to set a public hearin§ for 8:00 P.M. on <br />Monday, November 18, 1991, for possible economic development projects eligible <br />for Community Development Block Grant (CDBG) funds. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Simmons opened the meeting for informal public comments at 7:20 <br />P.M. <br /> Mr. F. A. "Jack" Rankin of Rankin Road presented the following petition <br />which he stated contained over 200 names. <br /> <br />We, the undersigned, do petition the Cabarrus County Commissioners <br />and the N. C. Department of Transportation to reconnect Rankin Road <br />and Macedonia Church Road across the Mill Creek Neck of the Coddle <br />Creek Reservoir. <br /> <br /> Mr. Bill Powlasof Macedonia Church Road complained that a public hearing <br />was not held prior to the closing of Rankin Road. He stated that his business <br />had been reduced by 75 percent since the closing of the road. <br /> Chairman Simmons stated the Board would look into the closing of the road <br />and determine what action can be taken. The traffic counts completed in May and <br />July for Rankin Road by the Department of Transportation are to be obtained for <br />consideration. <br /> <br />NEW BUSINESS <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized the Chairman to execute the <br />"Interlocal Cooperation Agreement Creating the Carolinas Transportation Compact" <br />on behalf of Cabarrus County. The participants in the Interlocal Agreement <br />included the North Carolina counties of Anson, Cabarrus, Catawba, Cleveland, <br />Gaston, Iredell, Lincoln, Mecklenburg, Rowan, Stanly, and Union as well as the <br />South Carolina counties of Lancaster and York. <br /> Chairman Simmons addressed the effects of Federal and State mandates on <br />the County's budget as well as the reductions in Federal and State <br />reimbursements to local governments. In an effort to control rising costs of <br />County Government, he proposed the establishment of a Cost Containment Program <br />whereby County employees would work in teams to develop cost saving measures for <br />the County. As an incentive, teams that submit a cost savings idea which <br />reduces county spending from current operating levels would be rewarded by <br />equally dividing ten percent (10%) of the first $50,000.00 in savings and five <br />percent (5%) of savings over $50,000.00. Savings will be measured over 12 <br />months and must be actual reductions in measurable costs over that period that <br />would otherwise have been spent if the idea was not implemented. The Board by <br />consensus agreed to move ahead with the proposal with further details of the <br />program to be discussed at the next meeting. Also, the Board asked Commissioner <br />Carpenter to obtain input regarding the proposal from Messrs. Blair Bennett, <br />Terry Rowland, and Gerald A. Newton who are currently working with her as <br />Interim County Manager. <br /> Commissioner Barnhart presented an update on the Five-Year Plan which he <br />and Chairman Simmons are preparing. He has written a computer model to be used <br />in the development of the Plan. <br /> The Board by consensus agreed to add to the agenda an item regarding the <br />relocation of utilities and driveways in the Coddle Creek Reservoir project area <br />as presented by Mr. Fletcher L. Hartsell, Jr., County Attorney. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the payment of $14,762.39 to Quinn's <br />Hauling and Grading for the relocation of utilities and driveways for the Thelma <br />Collins' and Walters' properties located in the Coddle Creek Reservoir project <br />area. <br /> Chairman Simmons recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> Chairman Simmons reconvened the meeting of the Board. <br /> Commissioner Carpenter advised the Board of the opening ceremonies for the <br />Bicentennial Commission to be held at the Locke Mill Plaza on November 13. She <br />also reported that the State and Local Government Day for the Leadership <br />Cabarrus Program would be. held on November 21. <br /> <br /> <br />
