362 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the Cabarrus County Governmental Center in Concord, North Carolina, <br />on Monday, November 18, 1991, at 4:50 P.M. to discuss a personnel matter. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Chairman Simmons called the meeting to order at 4:50 P.M. <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> Commissioners Barnhart and Carpenter were absent for the beginning of the <br />meeting. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Ghairman Simmons and Commissioners Hamby and Payne voting for, the Board voted <br />to go into executive session to discuss a personnel matter. <br /> Commissioner Barnhart joined the Board in executive session. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with <br />Chairman Simmons and Commissioners Hamby, Payne, and Barnhart voting for, the <br />executive session was adjourned. <br /> Commissioner Carpenter arrived and was present for the remainder of the <br />meeting. <br /> UPON MOTION of Co~nissioner Hamby, seconded by Commissioner Payne and <br />unanimously carried, the Board appointed Mr. John V. Witherspoon as County <br />Manager for Cabarrus County effective today under the terms and conditions as <br />set forth below. <br /> <br />l) <br />2> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br />7) <br /> <br />Starting salary of $69,000 per year. <br />$3,600/year travel allowance. <br />County employees plan for 401K, retirement, health insurance, <br />life insurance, sick leave, and vacation. <br />Reimbursement of up to $3,000 of actual cost of moving <br />household goods. <br />Mr. Witherspoon will be required to relocate to Cabarrus <br />County by June 1, 1992. <br />90-day separation allowance. <br />This appointment is not a contract of employment for any <br />specific period of time. The County Manager serves at the <br />pleasure of the Board. <br /> <br /> Chairman Simmons recessed the meeting for a press conference and a <br />reception to welcome Mr. Witherspoon. <br /> Vice-Chairman Barnhart reconvened the meeting at 6:05 P.M. in the <br />Commissioners' Conference Room. <br /> UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with <br />Commissioners Hamby and Payne and Vice-Chairman Barnhart voting for, the Board <br />voted to go into executive session to discuss land acquisition. <br /> Chairman Simmons and Commissioner Carpenter joined the Board during the <br />executive session. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the executive session was adjourned. <br /> Chairman Simmons reported that the Board had been in executive session <br />discussing property acquisition. No action was taken. <br /> There being no further business to come before the Board, Chairman Simmons <br />adjourned the special meeting at 6:25 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
