371 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Tuesday, November 19, 1991, at 6:00 P.M. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> Chairman Simmons called the meeting to order at 6:08 P.M. <br /> Chairman Simmons announced that the meeting with the Cabarrus County Board <br />of Education and the Kannapolis Board of Education scheduled for December 9, 1991 <br />would be held at the W£necoff School Media Center at 6:30 P.M. <br /> The following bids were received on November 15, 1991 for the surplus <br />property removal of the Coddle Creek Reservoir Area and Ambulance Sub-station <br />structures. <br /> <br />Thomas Joyner <br /> Ambulance Station <br />Sam Scott <br /> Ruby H. Hartsell, Jr., County Attorney, reported that the initial <br />high bidder, Mr. Arnold Suther of Suther Grading & Hauling Company, had <br />withdrawn his bid and bid bond as the bid was defective. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and <br />unanimously carried, the Board awarded the bid for the surplus property removal <br />of the Coddle Creek Reservoir Area and Ambulance Sub-station structures to the <br />high bidder, Bobby Widenhouse, in the amount of $7,000.00. <br /> Chairman Simmons reported that the Kannapolis City Council would be <br />considering a Reciprocal Water Agreement at its meeting on Monday, November 25, <br />1991. If approved, thi~ agreement will then be submitted to the Board of <br />Commissioners for consideration. <br /> Chairman Simmons recessed the meeting to move to the Conference Room in <br />the County Assessor's Office. <br />Chairman Simmons reconvened the meeting in the County Assessor's Office. <br />UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with <br />Chairman Simmons and Commissioners Barnhart, Carpenter, and Hamby voting for, <br />the Board moved to go into executive session to discuss pending litigation. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the executive session was adjourned. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized Mr. John Witherspoon, County Manager, <br />to develop a job description and salary for a full-time property tax auditor for <br />Cabarrus County with the salary and job description to be approved at a recessed <br />meeting on November 26, 1991. <br /> There being no further business to come before the Board, Chairman Simmons <br />recessed the meeting until 6:00 P.M. on Tuesday, November 26, 1991. <br /> <br />Clerk to the Board <br /> <br /> <br />
