373 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 2, 1991, at 6:30 P.M. <br /> Present - Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> Mr. Wttherspoon called the meeting to order at 6:30 P.M. and presided over <br />the organization of the Board. <br /> The invocation was given by Reverend Harold O. Robinson of the Brown Hill <br />A.M.E. Zion Church. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the minutes of November 18 (special), November 18 (regular), <br />and November 19, 1991 were approved as written. <br /> Mr. Wttherspoon called for nominations for election of Chairman of the <br />Board. <br /> Commissioner Carpenter nominated Commissioner Hamby for Chairman. <br />Commissioner Barnhart nominated Commissioner Carpenter for Chairman. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, nominations for Chairman were closed. <br /> Voting for Chairman of the Board was as follows: <br /> <br />Voting for Commissioner Hamby - Commissioners Hamby and Payne <br />Voting for Commissioner Carpenter - Commissioners Carpenter, <br /> Simmons, and Barnhart <br /> <br /> Mr. Witherspoon turned the meeting over to Chairman Carpenter who then <br />called for nominations for Vice-Chairman of the Board. <br /> Commissioner Barnhart nominated Commissioner Payne for Vice-Chairman. <br /> Commissioner Payne declined the nomination and nominated Commissioner <br />Hamby for Vice-Chairman. <br /> Commissioner Simmons nominated Commissioner Barnhart for Vice-Chairman. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Pa)me and <br />unanimously carried, nominations for Vice-Chairman were closed. <br /> Commissioner Hamby was elected Vice-Chairman by the following vote. <br /> <br />Voting for Commissioner Hamby - Commissioners Payne, Carpenter and Hamby <br /> <br />Chairman Carpenter £ecessed the meeting for a short period of time. <br />Chairman Carpenter reconvened the meeting at 6:45 P.M. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, presented a preliminary <br />project cost estimate of approximately $2 million to design and build a road to <br />connect Ranktn Road and Macedonia Church Road across the Mill Creek Neck of the <br />Coddle Creek Reservoir. This connector road had been requested in a citizens' <br />petition submitted by Mr. F. A. Rankin at the November 4th Board meeting. <br /> During review of the proposal, Board members discussed the cost of the <br />project and the lack of available County funding at this time. <br /> Mr. Bill Powlas, resident of 6526 Macedonia Church Road and owner of Bill's <br />Junk Car Service, expressed concern relative to the volume of traffic traveling <br />to the Northwest and Odell Schools and asked that the Board plan for future <br />growth in that area. He requested that the Board ask the North Carolina <br />Department of Transportation to build the connector road and/or share in its <br />funding. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board agreed to send a letter to the North Carolina <br />Department of Transportation asking the Department to look at the construction <br />of a road to connect Ranktn Road and Macedonia Church Road with Department of <br />Transportation funds. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following Lease Agreement with the <br />Cabarrus County Agricultural Fair, Inc. <br /> <br /> <br />
