395 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the Winecoff Elementary School Media Center on Monday, December 9, <br />1991, at 6:30 P.M. <br /> Present - Chair: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> Ms. Kaye Amos, Chair of the Cabarrus County Board of Education, opened <br />the meetin§ and introduced the followin§ members of the Board of Education: Ms. <br />Betty Alston, Mr. Lewis Williams, Mr. Harold Hartsell, Ms. Dorothy Simmons, and <br />Mr. Don Hoyle. Mr. Sam Davis was absent due to illness. Dr. Edward Tyson, <br />Interim Superintendent, recognized staff members Gene Jordan, Robert Kluttz, <br />Paul Lentz, and Larry Woods. <br /> Mr. Henry Duncan, Chairman of the Kannapolis Board of Education, introduced <br />the following members of the Kannapolis Board of Education: Mr. Joe Mingo, Mr. <br />Farrar Grtggs, Ms. Danita Rickard and Ms. Millie Hall. Dr. Ralph Johnston, <br />Superintendent, recognized staff members Nell Tilley and Ned Robinette. <br /> Chair Carpenter called the meeting of the Board of Commissioners to order <br />at 6:35 P.M. Commissioner Hamby was absent for the beginning of the meeting. <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> Dr. David Hartgen of the University of North Carolina at Charlotte <br />presented an overview of projected school facility needs as identified in a <br />report prepared by a committee of citizens and school board members. Citfn§ <br />concerns re§ardin§ the County's high growth rate and the poor condition of many <br />of the school facilities, Dr. Hartgen characterized the facility needs as those <br />of repair and proper maintenance, the remodeling of newer facilities to create <br />a more effective school setting, the replacement of the older structures, and <br />the construction of additional schools. Illustrating the effect of the County's <br />growth, Dr. Hartgen noted that an additional 88 classrooms will be needed by the <br />end of the decade in order for the County to comply with State standards of 22 <br />students per classroom. In addition, he pointed out that additional schools will <br />also be needed as the County has already reached the State range of 450 to ?00 <br />students per elementary school. Dr. Hartgen further noted that the Kannapolis <br />area is now beginning to experience an increase in population growth and school <br />enrollments. <br /> Dr. Hartgen stated the purpose of this meeting was to discuss ways to <br />handle the rate of growth as well as the means to pay for the additional school <br />needs. He reported that the Board of Education had reworked the committee's <br />report and had identified the immediate needs as the completion of the following <br />commitments: construction of a new middle school in Concord, renovation and <br />expansion of the Mt. Pleasant Middle School, construction of band rooms for <br />Concord High and Northwest Cabarrus High Schools, and the replacement of the <br />older building at Winecoff School. New needs which had been identified included <br />the construction of new elementary schools on the east and west sides of the <br />county and the Bethel/Harrisburg areas, the replacement of the 1927 building at <br />both Harrisburg and Bethel, and the addition of a kitchen at Beverly Hills <br />School. He also pointed out the importance of beginning now to plan for future <br />growth in the middle and high schools in order to meet the needs created by the <br />current elementary students as they progress through school. <br /> Chair Amos introduced the following representatives from the four <br />municipalities: Mayor Ralph Austin of the Town of Mt. Pleasant; Mr. Durwood <br />Bost, Kannapolis City ~ouncilman; Mr. Marry Wilkerson, Concord Senior Planner; <br />and Ms. Mary Gilmere-Fox, resident of the Town of Harrisburg. She then <br />recognized Mr. Thomas Dayvault, President and Chief Executive Officer of the <br />Kannapolis Chamber of Commerce, and Mr. Thomas Ramseur, President of the Concord- <br />Cabarrus County Chamber of Commerce, who introduced the following representatives <br />from the respective business communities: <br /> <br />Kannapolis Chamber of Commerce: <br />Mr. Keith Moore Duke Power Company <br />Mr. Ozzie Raines - Vice-President with Fieldcrest Cannon <br />Ms. Lynn Safrit - President of Atlantic American Properties <br />Mr. Steve Morris Chairman of the Board of Directors of the Chamber <br /> <br />Concord-Cabarrus County Chamber of Commerce <br />Mr. Richard Fisher - President of R.
