416 <br /> <br />Chairman Carpenter asked that the record show that she was in favor of <br />giving the money to the schools but not settling the airport dispute. <br /> Commissioner Payne questioned the~allocatton of the settlement funds to <br />the schools and stated that the schools have received funding increases over the <br />last four or five years. <br /> Commissioner Simmons moved to call for the vote. However, he withdrew <br />this motion after County Attorney Hartsell advised that it would take a two- <br />thirds vote to call for the vote. <br /> The motion by Commissioner Simmons, seconded by Commissioner Barnhart to <br />amend Commissioner Hamby~s motion relative to the approval of the airport <br />settlement agreement was approved with Commissioners Simmons, Barnhart, and <br />Hamby voting for and Chairman Carpenter and Commissioner Payne voting against. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with <br />Commissioners Hamby, Simmons, and Barnhart voting for and Commissioner Payne and <br />Chairman Carpenter voting against, the Board approved the following resolution. <br /> <br />Whereas, the settlement agreement under consideration would restore <br />the entire $4.7 million in County taxpayers money to the County; and <br /> <br />Whereas, it would create a greatly needed sewer and water authority; <br />and <br /> <br />Whereas, it would fund a badly needed elementary school and possibly <br />postpone a bond issue and tax increase for at least one year; and <br /> <br />Whereas, it would promote cooperation between Cabarrus County and <br />Concord; and <br /> <br />Be it resolved, that the Chairman be authorized to execute the <br />airport settlement agreement before us, that it be signed by the <br />Chairman tonight, and that it be forwarded to the City of Concord <br />tomorrow for their immediate consideration; <br /> <br />Resolved that the Board adopt the budget amendment presented to <br />allocate Concord's $3,150,000 settlement between Cabarrus County <br />School Capital Outlay in the amount of $2,542,050 for construction <br />of an elementary school in west/southwest Cabarrus County and <br />Kannapolis Capital Schools Outlay in the amount of $607,950 for the <br />installation of replacement windows and air conditioning at A. L. <br />Brown High School, and that these amounts be forwarded to the school <br />on June 30, 1992, after Concord executes the settlement agreement, <br />and <br /> <br />Resolved that this settlement agreement be rescinded if it is not <br />adopted and executed by the Board of Aldermen in 20 business days. <br /> <br /> The Settlement Agreement as approved by this Resolution is recorded on <br />Pages 400 - 408 of the minutes. <br /> Chairman Carpenter spoke on the meaning of Christmas and wished each a <br />Merry Christmas and a Happy New Year. <br /> Chairman Carpenter requested Attorney Hartsell to prepare a proclamation <br />honoring the football teams of Concord High and A. L. Brown High Schools for <br />adoption by the Board on January 6. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the meeting was adjourned at 8:47 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
