Ruffin, County Manager, announced that Mr. Michael Downs, <br />Zoning Administrator, would be in charge of the Planning Department during the <br />period of time from the departure of Mr. James F. Owens on February 28 and the <br />employment of a new Planing Director. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board appointed Mr. James R. Johnson, Kannapolis area <br />representative, and Mr. Michael Fox, Midland area representative, to the <br />Cabarrus County Parks and Recreation Advisory Commission for a term of three <br />years ending December 31, 1992. <br /> The final appointment to represent the Mt. Pleasant area will be made by <br />the Board at a later meeting. <br /> Chairman Lentz announced that Mr. Ralph C. Bonds, member of the Industrial <br />Facilities and Industrial Pollution Control Financing Authority, wished to <br />resign from the Authority due to his inability to attend the meetings.
