325 <br /> <br /> Commissioner Moss questioned the placement of carpet containing the County <br />Seal at a cost of $8,000.00 in the gallery area of the Governmental Center. Mr. <br />Michael M. Ruffin, County Manager, reported that a telephone poll of Board <br />members had resulted in a vote of three to two in favor of the placement of the <br />Seal. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Hamby, and Simmons and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br /> <br />a disproportionate number of the more than 2 million <br />North Carolinians age 45 and older are unemployed; and <br /> <br />WHEREAS, <br /> <br />these middle-aged and older workers bring extensive <br />experience.and high job qualifications to the work force <br />of the state and are steady, reliable workers; and <br /> <br />WHEREAS, <br /> <br />the federal government and the State of North Carolina <br />identify employment of middle-aged and older workers as <br />a priority in attaining maximum productivity of the <br />labor force; and <br /> <br />WHEREAS, <br /> <br />in pursuing this goal, March 12-17, 1990 has been <br />designated as EMPLOY THE OLDER WORKER WEEK. <br /> <br /> NOW, THEREFORE, I, James W. Lentz, Chairman of the Cabarrus <br />County Board of Commissioners, do hereby proclaim March 12-17, 1990 <br />as: <br /> <br />EMPLOY THE OLDER WORKER WEEK <br />IN CABARRUS COUNTY <br /> <br /> FURTHERMORE, I urge all employers in Cabarrus County to <br />carefully consider the qualifications of persons aged 45 and older <br />when they seek new employees, and I ask public officials with job <br />placement responsibility to intensify their efforts throughout the <br />year to help older workers find suitable jobs. <br /> <br /> WITNESS my hand and corporate seal of the County of Cabarrus, <br />North Carolina, this the 5th day of March, 1990. <br /> <br />/s/ James W. Lentz, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Hamby, and Simmons and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board approved the addition of the <br />following roads to the State road system: Devonshire Drive, Elsinor Lane, and <br />Montford Avenue. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Hamby, and Simmons and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board approved the request from Mr. Thomas <br />W. Ramseur, Executive Director of the Concord-Cabarrus County Chamber of <br />Commerce, for the use of the Governmental Center parking deck during the 5th <br />Annual "Share Cabarrus Festival" to be held on Saturday, May 19, 1990. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Hamby, and Simmons and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board approved the .formula as listed below <br />to be used informally as policy for any water bill adjustment claims. The Board <br />further agreed that the formula is to be retroactive for any claims currently <br />pending and that any adjustments are to be reported at the next meeting of the <br />Board of Commissioners. <br /> <br /> <br />
