343 <br /> <br />NEW BUSINESS <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following revisions to the "Cabarrus <br />County First Responder Program" Ordinance. <br /> <br />Section 1; Update to include the new Mt. Pleasant satellite station. <br />Section 3; No context was changed. Paragraphs were rearranged for <br />continuity. <br />Section 4; 3. The last sentence was changed to: "The First <br />Responder Advisory Board will have the final authority on suspension <br />or revocation of an individual first responder's certification. The <br />board can make a recommendation to the Board of County Commissioners <br />for suspension or revocation of a first responder agency's <br />certification. <br />4. Added to last sentence: Termination of a certification for non- <br />compliance to rules must be approved by the Board of County <br />Commissioners. <br />Section 5; 2.B. The minimum age of 16 years was not changed, but <br />a sentence added to clarify that it is at the discretion of the <br />first responder agency. <br />2.H. Was added to identify acceptable continuing education <br />guidelines. The previous statement in H became I, etc. <br />2.J. Statement added to allow an EMT whose certification has <br />expired to revert to First Responder status if continuing education <br />is current. <br />Section 7: 5. No written changes were made in this section as one <br />person had suggested, but it is understood that mutual aid among <br />first responders will be readily available when the need arises. <br />6. Addition to sentence, " .... unless the call is unfounded. If <br />an ambulance is cancelled, the person cancelling must identify <br />him/herself. <br />7. Added "A first responder or agency will be allowed to cancel a <br />rescue unit that has been dispatched as a result of an entrapment <br />or pin-in if the situation no longer exists. If rescue is <br />cancelled, the person cancelling must identify him/herself." <br />Section 8: 1. Added the following, "First responders are limited <br />to basic care. If other skills are desired, the persons performing <br />the skills must be certified by the State of N.C. to perform the <br />skills, i.e., EMT, EMT-I, EMT-AI, EMT-P. At this point all skills <br />above basic level requires medical control." <br />Section 10; Added 5: "When a grievance has been settled by the <br />Emergency Services Director, if there is any rebuttal from the <br />organization or the persons against whom the complaint was filed, <br />that person or organization must go through proper procedures to get <br />the grievance before the Advisory Board for their ruling. The <br />person or organization is not to communicate directly with the <br />organization filing the original grievance." <br />Section 15; G. Deleted two community-at-large members and added <br />the Director or designee of Emergency Medical Services. <br />Section 16; 1. The board meetings were changed from "quarterly" <br />to "as needed. This generally will be quarterly. A 72-hour written <br />notice will be given." <br />3. Changed to: "the board will evaluate all requests for changes, <br />deletions or additions to the first responder program or the first <br />responder ordinance and make recommendations to the Board of County <br />Commissioners." <br />5.
