374

The Board of Commissioners for the County of Cabarrus met in recessed
session in the Commissioners' Meeting Room at the Cabarrus County Governmental
Center in Concord, North Carolina, on Tuesday, May 15, 1990, at 8:00 A.M.
Present - Chairman: James W. Lentz
Commissioners: R. Giles Moss
William G. Hamby, Jr.
Martha H. Melvin
Billy J. Simmons, Jr.
There were no objections to the request by individuals to address the
Board relative to the proposed location of a prison on the Stonewall Jackson
School property.
Ms. Becky Goodman, spokesperson for area residents opposed to the proposed
prison, outlined the following objections: Location in a heavily populated
residential area: close proximity to the new J. N. Fries Middle School, Central
Gabarrus High School, and Frank Liske Park; and creation of traffic problems on
Highway 49. She also strongly objected to the fact that there was no contact
with local officials about the proposed prison. Ms. Goodman reported that
petitions in opposition to the proposed prison were being circulated for
signatures and would be forwarded to Raleigh.
Mr. Mike Kluttz of 687 Wilshire Drive expressed concern relative to the
close proximity of the proposed maximum security prison to the existing National
Guard Armory. He stated in his opinion the prison would present a danger to the
community and threaten the safety of area residents.
A proposed resolution in opposition to the prison facility was presented
for consideration. However, Commissioner Hamby objected to the Board's taking
action relative to the proposed prison at this time and called for time to gather
more information on the project, to consider alternatives, and to address local
concerns. During discussion, Board members also expressed concern that no local
officials were contacted regarding the proposed prison. Chairman Lentz requested
Commissioners Hamby and Moss and the County Manager to draft an appropriate
resolution to be introduced at the Board meeting on May 21.
UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and
unanimously carried, the Board moved to go into executive session to discuss
pending litigation against Cabarrus County.
UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and
unanimously carried, the executive session was adjourned.
At 9:13 A.M., Chairman Lentz recessed the meeting until 8:00 A.M. on
Wednesday, May 16, 1990.

Clerk to the Board
