399 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center on Thursday, June 14, 1990, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Chairman Lentz reported that he and Mr. Michael M. Ruffin, County Manager, <br />had attended the North Carolina Association of County Commissioners Legislative <br />Briefing in Raleigh on June 13. He noted that proposed cuts in reimbursements <br />by the State to local governments had not yet been finalized. <br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz with <br />Commissioners Moss and Melvin and Chairman Lentz voting for, the Board moved to <br />go into executive session to discuss the performance of an independent <br />contractor, for consultation with counsel, and to discuss a personnel matter. <br /> Commissioners Hamby and Simmons arrived during the executive session. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the executive session was terminated. No action was reported from the executive session. <br /> Joining the Board for discussion of the proposed Health Department budget <br />and Recycling Program were Mr. John Lentz, Health Board Chairman; Mr. Alex <br />Rankin, Health Board member; Dr. William F. Pilkington, Health Director; and Mr. <br />Rick Payne, Recycling Coordinator. Mr. Michael Mr. Ruffin, County Manager, <br />estimated that the increased tipping fee of $4.60 per cubic yard would generate <br />approximately $372,881.00 in additional revenue to the County. According to Mr. <br />Ruffin, this additional revenue would fund the proposed recycling program <br />including a recycling processing operator, increased fuel costs, the recycling <br />bins, and the contract cost for the 10,000-home curbside pick-up program. Mr. <br />Ruffin proposed that the Board dedicate the remaining revenue of approximately <br />$160,000.00 per year as well as any recycling funds remaining in the budget in <br />June 1991 to a capital reserve fund for landfill related improvements. <br /> In response to questions by the Board, Dr. William F. Pilkington, Health <br />Director, explained that a 10,000-home pilot program was needed in order to <br />generate the amount of tonnage needed to make the recycling program feasible. <br />He also noted the strong desire by the public for the implementation of a <br />recycling program in Cabarrus County. <br /> During review of other public health budget items, Mr. Ruffin noted that <br />the proposed Women, Infant, and Children (WIC) program budget would be adjusted <br />in order to meet the requirements for State reimbursement. Also, Mr. John Lentz, <br />Health Board Chairman, expressed the need for additional staff in the Home Health <br />Program in order for that agency to continue to meet all service requests. No <br />action was taken on the request for additional personnel at this time; however, <br />the revenues and expenditures of the agency are to be monitored to determine the <br />feasibility of adding personnel. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board agreed in principle, and subject to a legal <br />opinion from the County Attorney, to terminate effective July 1, 1990, the <br />Special Separation Allowance for all employees other than the mandated employees <br />in law enforcement. <br /> Motion was made by Chairman Lentz and seconded by Commissioner Moss to fund <br />the requested amount of $32,856.00 for the Cabarrus Group Homes and to fund the <br />requested amount of $64,080.00 for the Cabarrus Workshop. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with <br />Commissioners Melvin, Hamby, and Simmons and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board voted to amend the previous motion <br />and fund only half the slots at the Cabarrus Workshop at a cost of $32,040.00. <br /> UPON AMENDED MOTION of Chairman Lentz, seconded by Commissioner Moss and <br />unanimously carried, the Board voted to fund for Fiscal Year 1990-1991 the <br />requested amount of $32,856.00 for the Cabarrus Group Homes and to fund half the <br />requested slots at the Cabarrus Workshop at a cost of $32,040.00. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the Revised Pay Plan for Cabarrus County <br />effective October 1, 1990 and set the following annual salaries effective October <br />1, 1990: County Manager - $69,000.00; Register of Deeds - $39,367.00; Sheriff - <br />$50,244.00.
