418 <br /> <br />RESOLUTION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />Chapters 121 and 132 of the General Statutes of North <br />Carolina define Public Records as "all documents, <br />papers, letters, maps, books, photographs, films, sound <br />recordings, magnetic or other tapes, electronic data <br />processing records, artifacts, or other documentary <br />material, regardless of physical form or <br />characteristics, made or received pursuant to law or <br />ordinance in connection with the transaction of public <br />business by any agency of North Carolina government or <br />its subdivisions"; and <br />the Division of Archives and History and the North <br />Carolina Department of Cultural Resources have issued <br />a Records Retention and Disposition Schedule specifying <br />the retention periods governing the records series for <br />the County Veterans Service Office (dated October 1, <br />1985); and <br />the Director of the Division of Archives and History <br />and the Secretary of the Department of Cultural <br />Resources have certified that such records as specified <br />in the Records Retention and Disposition Schedule for <br />the County Veterans Service Office have no further use <br />or value for research or reference; and <br />all provisions of the Records Retention and Disposition <br />Schedule for the County Veterans Service Office will <br />remain in effect until such time the schedule is <br />officially amended by the Division of Archives and <br />History and the Department of Cultural Resources. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of <br />Cabarrus County that: <br /> <br />1. The Records Retention and Disposition Schedule for the <br /> County Veterans Service Office as issued by the Division <br /> of Archives and History and the North Carolina <br /> Department of Cultural Resources is hereby approved for <br /> Cabarrus County. <br />2. The destruction or other disposition of records as <br /> specified in the Records Retention and Disposition <br /> Schedule for the County Veterans Service Office is <br /> hereby authorized without further approval by the Board <br /> of Commissioners. <br />3. The Records Retention and Disposition Schedule for the <br /> County Veterans Service Office is on file with the Clerk <br /> to the Board of Commissioners and is hereby included by <br /> reference as a part of the minutes. <br /> <br />Adopted this the 18th day of June, 1990. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board <br />adopted the following Income Eligibility Guidelines and Procedures, Income <br />Guidelines for the WIC PRogram, Child Health Program, General Clinic Services; <br />and the Maternal Health Program Fee Scale. <br /> <br />INCOME ELIGIBILITY GUIDELINES AND PROCEDURES <br /> <br /> Local agencies are encouraged to coordinate WIG income <br />eligibility procedures with local agency income procedures for <br />services to mothers and children (i.e., Maternal Health, Ghild <br />Health, Family Planning and DEHNR reimbursement Services). <br /> In addition for those applicants who hold current Medicaid <br />or AFDC eligibility or who are a member of a Food Stamp household, <br />it is not necessary to screen income. <br />A. Local Agency Income Eligibility Level <br /> Local agencies may choose their level of income eligibility <br />within the range of 185 percent (maximum) and 100% (minimum) of <br />the Office of Management and Budget (OMB) poverty guidelines. Local <br />agencies who choose a level of income below 185 percent of poverty <br /> <br /> <br />
