443 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 9, 1990, at 9:30 A.M. The <br />meeting had been rescheduled from July 2 due to the July 4th holiday. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Paul Millholland of the Saint John's <br />Lutheran Church. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Moss and <br />unanimously carried, the minutes of June 4, 12, and 14, 1990 were approved as <br />written. <br /> <br />UNFINISHED BUSINESS <br /> <br /> The appointment to the Centralina Private Industry Council was removed from <br />the agenda as no nominations have been received. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> RESOLUTION <br />Seeking Permission to Apply for FY 1990-91/FY 1991-92 <br />Section 18 Funding with the North Carolina Department of <br />Transportation and to Provide the Necessary Assurances. <br /> <br /> A motion was made by Commissioner William G. Hamby, Jr., and <br />seconded by Commissioner Martha H. Melvin for the adoption of the <br />following resolution, and upon being put to a vote was duly adopted. <br /> WHEREAS, the North Carolina Department of Transportation has <br />received a grant from the US Department of Transportation authorized <br />by Section 18 of Urban Mass Transportation Act of 1964, as amended, <br />to provide assistance for rural public transportation projects; and <br /> WHEREAS, the purpose of these transportation funds is to <br />provide grant monies to local agencies for the provision of rural <br />public transportation services; and <br /> WHEREAS, Article 2B of Chapter 136 of the North Carolina <br />General Statutes and the Governor of North Carolina have designated <br />the North Carolina Department of Transportation (NCDOT) as the <br />agency responsible for administering funds received through Section <br />18 of the Urban Mass Transportation Act of 1964; and <br /> WHEREAS, Cabarrus County, hereby assures and certifies that <br />it will comply with the Federal Statutes, regulations, executive <br />orders, the Special Section 13(c) Warranty, and all administrative <br />requirements which relate to the applications made to and grants <br />received from the Urban Mass Transportation Administration, as well <br />as the provisions of Section 1001 of Title 18, U.S.C. <br /> NOW, THEREFORE, be it resolved that on behalf of the Cabarrus <br />County Board of Commissioners, Angela Ferguson, Director of the <br />Cabarrus County Department of Aging, is hereby authorized to submit <br />a grant application for funding under Section 18 of the Urban Mass <br />Transportation Act of 1964, make the necessary assurances and <br />certifications and be empowered to enter into an agreement with the <br />NCDOT to provide incidental general public transportation <br />services. <br /> <br />NEW BUSINESS <br /> Mr. William Alexander, Chairman of the Fund Raising Committee for the <br />Cabarrus County Senior Center, reported that the seniors in the county had <br />exceeded their goal in raising $120,000.00 in matching funds for the Senior <br />Center. He was especially appreciative of the additional $50,000.00 grant from <br />the Cannon Foundation. <br /> The following bids were received on June 26, 1990 for the Senior Center <br />project. <br /> <br /> <br />
