487 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Auditorium of the Old Cabarrus County Courthouse in Concord, North <br />Carolina, on Monday, August 6, 1990, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Donald F. Davis of the Memorial <br />Baptist Church. <br /> Chairman Lentz recognized Mr. John Sharpe Hartsell, attorney and local <br />historian, for his work in the restoration of the Old Courthouse. Mr. Hartsell <br />commented briefly on the history of the Old Courthouse and expressed appreciation <br />for the County's assistance and cooperation during the restoration project. He <br />introduced the following members of the Board of Directors of Historic Cabarrus, <br />Inc., who were present for the meeting: Mrs. Jane Townsend, Mrs. Jane Spainhour, <br />Mr. Branson Jones, Mr. Alex Patterson, and Dr. Douglas Kelling. <br /> <br />NEW BUSINESS <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Simmons and <br />unanimously carried, the Board authorized Chairman Lentz to execute the grant <br />requests by the Cabarrus County Parks and Recreation Department for funding from <br />the 1990-1991 North Carolina Arts Council Grassroots Fund. The funding requests <br />as approved by the Board were as follows. <br /> <br />(1) <br /> <br />(2) <br /> <br />$2,000.00 to assist with salaries for the Cabarrus Youth Theatre <br />program <br />$ 500.00 to help cover entertainment expenses for the Department's <br />summer series of events <br /> <br /> Chairman Lentz recognized Mr. Branson Jones, Executive Vice-President of <br />The Greater Cabarrus County Economic Development Corporation, who will retire <br />on September 1, 1990. Mr. Jones gave a brief update on economic development in <br />the county and specifically noted that the Corporation had assisted 20 new <br />industries in locating in Cabarrus County during its almost five years in <br />existence. He expressed appreciation to Board members and County staff for their <br />cooperation and support of economic development. In conclusion, Mr. Jones <br />pledged his continued service as a volunteer for Cabarrus County. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the request by Mr. James F. Burleson of <br />Burleson Wholesale Florist for the use of an outdoor amplification system at an <br />outdoor function scheduled for September 8, 1990 from 2:00 P.M. until <br />approximately 6:30 P.M. The event will be held on a 200-acre farm located on <br />Highway 49 approximately two miles north of the stoplight in Mt. Pleasant. <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., reported that he had <br />not yet received comments from the Fish and Wildlife Service relative to the <br />Mitigation Plan for the Coddle Creek Reservoir project. However, he indicated <br />that he anticipated approval within the next several weeks and noted that the <br />project bid opening is scheduled for 2:00 P.M. on September 20, 1990. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following "Water Construction <br />Contract Construction by Applicant - Design by Applicant" between Cabarrus <br />County and Summerhill Development, Inc., with the word "County" to be substituted <br />for "District" throughout the contract.
